Zerwas, Chief of Police <br /> <br />July 19, 2002 <br /> <br />SUBJECT: Authorization to Purchase new ATV's <br /> <br />The Elk River Police Reserves were authorized in 1996 to purchase two (2) four-wheel drive <br />ATV's for use in City parks, for the 4m of July, for the Sherbume County fair and other <br />search and rescue efforts. <br /> <br />Initially, the ATV's worked well for our use, however, as time passed the design and degree <br />of easiness of use for new ATV's has evolved. The old ATV's are manual shifting units and <br />not user friendly. We have experienced many problems over the past two (2) years with the <br />current ATV's, which is the main reason for this request In fact, during this year's <br />Sherburne County Fair, both ATV's broke down and the officers were without them. We <br />experienced this same incident at last year's 4m of July event. <br /> <br />We are requesting authorization to trade in the two (2) 1996 ATV's for two (2) new ATV's <br />that are automatic shifting. I will bring the quotes that we have received from area ATV <br />dealers on Monday night. If the council authorizes this request, I would recommend using <br />funds from the current police reserve budget. If funds nm short at the end of the year, City <br />Administrator Pat Klaers has indicated a fund transfer from equipment reserves could be <br />done to offset this purchase. <br /> <br />If you have any questions please give me a call. <br /> <br /> <br />
