Item # 5.I .A. <br />MEMORANDUM <br />TO: City Council <br />FROM: Jeremy Barnhart, Planning Manager <br />DATE: March 10, 2008 <br />SUBJECT: Mining and Use Study <br />The City Council has indicated its desire to start the planning fox the northern portion of the <br />community, paxticLdaxly the "mining" areas (west of 169), and the "CRT" area (East of 169). <br />This report addresses the mining areas only. A similar process could be followed fox the east <br />side, although staff has spoken with only a few property owners in that area. <br />Over the past several months, in addition to meeting with the miners in the area, staff has <br />collected information from other communities and consultants that have developed former <br />gravel mines ui an attempt to better understand the uniqueness of gravel mining planning. <br />After meeting with the miners, staff prepared a phasing map, illustrating the phasing <br />schedule ui a comprehensive format. These maps axe attached. Prior to development, the <br />hope would be to assemble a "critical mass" of properties with highway access to increase <br />the feasibility fox (and cost sharing of) utility service. <br />In addition to the phasing schedule, the miners have expressed some caution about <br />introducing development immediately adjacent to active mining operations. Concerns <br />include additional public traffic, and increased potential for noise, dust, and traffic <br />complaints from residents and businesses. <br />Basic O_uestions <br />In preparing a planning process, staff has identified some basic questions that should be <br />addressed by the City Council. It is thought that these questions should be discussed in <br />detail at an upcoming dedicated workshop, possibly in April ox May. <br />Question #1-Will the properties be served by City watet and sewer? <br />No assumption has been made as to how, or at what cost, but that will be <br />determuied after more information is collected. <br />Question #2 -Who will lead the planning project; the property owners or the <br />City? <br />
