Question #3 -What is the desired product of the planning project? A Master <br />Plan level document, identifying land uses and densities, intersections with State <br />Highway 1G9 and Co Roads? <br />Question #4 -Will the property owners pay for this planning, regardless of a <br />staff developed plan or a consultant plan? <br />Once the questions have been answered, staff envisions a process similar to the steps below. <br />It is anticipated that this process will take two years, although the actual tinning will vary due <br />to property owner participation, timing and funding of support studies, and other impacts <br />beyond the Ciry's control. <br />Master Plan <br />Basic steps -The Planning process would include four main tasks, each with several <br />subtasks: <br />1. Identification/ Assembly <br />• Identify project boundary, property owners, City representatives <br />• Hixe consultant <br />• Assemble reclamation plans, transportation plans, Resources Inventory <br />• Identify property owner goals, tuning <br />2. Develop Applied information <br />• Complete utility feasibility (this utility feasibility would be general, to get an <br />understanding of the costs for water/sewer and storm water utility in the subject <br />area, based on property owners goals. The feasibility study would be updated near <br />the conclusion of the planning project to get a better understanding based on <br />changes made during the process.) <br />• Complete market study <br />Note: The completion of the market study and utility feasibility may have a direct <br />impact on the timing of actual development. <br />3. Concept development <br />• Prepare multiple land use concepts based on phasing schedules, land use goals, <br />market study, and utility requirements. <br />• Complete review with Planning Commission and City Council <br />• Converge on preferred alternative <br />4.
