Box 490 <br />Elk River, MN 55330 <br /> <br />RE: WEST TRUNK HIGHWAY 10 FRONTAGE ROAD CONCEPT <br />COOPERATIVE AGREEMENT WITH MnDOT <br /> <br />Dear Council Members: <br /> <br />During our annual City bus tour in June 1994 with MnDOT District 3 personnel, the <br />proposed development of the western part of the City was discussed relative to its impacts <br />on TH 10. Since that time, MnDOT has proposed a corridor study of both TH 10 and <br />TH 169 through the City of Elk River. The study would determine the existing conditions <br />and analyze future traffic growth to the highway system. The City of Elk River agreed to <br />assist MnDOT with this corridor study. It is anticipated that preliminary findings from the <br />study will be available within the next 30 days. <br /> <br />Also on our spring tour in June, MnDOT indicated that they were willing to participate in <br />the funding of frontage road construction if a benefit to the trunk highway system could be <br />proven. <br /> <br />Based on this input from MnDOT, we have been working closely with them to develop a <br />concept for frontage roads in the western area of the City which could be submitted for <br />inclusion in the Cooperative Agreement process. As you are aware from the improvement <br />made several years at TH 169 and Main Street, the Cooperative Agreement process will <br />participate in the funding of improvements on City streets and trunk highways which are <br />deemed to be of benefit to the entire system. <br /> <br />Attached for your review is a layout on Exhibit 1 which shows the concept for frontage <br />roads in the western area of the City. It includes a frontage road on the south side of <br />TH 10 running from Joplin Street to Waco Street with a short extension east of Joplin to <br />tie in Orono Road. It also includes an extension of the frontage road on the north side of <br />TH 10 to the Joplin Street intersection. In the long term, we would envision possibly four <br />signalized intersections, those being Joplin at TH 10 and at the south frontage road, and <br />Waco at TH 10 and the south frontage road. We will be requesting that MnDOT <br />participate in all portions of these improvements with the exception of Joplin I s construction <br />and the south frontage road between Joplin and the Gagne property. We have indicated to <br />MnDOT that there are development proposals underway which will require these roads <br /> <br />230/2S7-1904.jan <br />
