MnDOT also indicated that they do have access control across the <br />Emmerich property and would find difficulty in participating in a Cooperative Agreement <br />for that section of road. They also indicated that the City's proceeding with the initial <br />construction phases indicates that the City is serious about the construction of these roads <br />and the timing for their extensions. <br /> <br />Monday evening, there will be four items for the City Council's consideration and <br />recommendation. They include the following: <br /> <br />1. Review of the attached concept for frontage roads in the western area of the City. <br />This needs to be reviewed and approved or modified such that it can be submitted <br />to MnDOT. <br /> <br />2. MnDOT has indicated they have a signal programmed for the intersection of TH 10 <br />and Upland, and that these monies could be reprogrammed for a signal system at <br />Joplin and TH 10. The City Council should consider whether or not they would <br />like to request MnDOT move this funding such that a signal at Joplin and TH 10 <br />could be constructed sooner. <br /> <br />e <br /> <br />3. <br /> <br />We need to review with the City Council those items which we can indicate to <br />MnDOT as a benefit to the trunk highway system. The clearest and best benefit <br />would be providing access control along the entire south side of TH 10 from the <br />Gagne property to the west City limits. <br /> <br />Other items would include potentially closing medians which are no longer needed <br />if frontage roads are constructed, or possibly changing full access medians to right- <br />in/right-out only. I will be prepared with an aerial strip map of the area to discuss <br />this in more detail. The size of that map did not allow for it to be included with <br />each individual Council packet. <br /> <br />4. After the above three items are discussed, there is attached a draft resolution which <br />we would ask City Council to consider and adopt. This is necessary for submittal <br />to MnDOT's Cooperative Agreement Program. <br /> <br />e <br /> <br />Once our submittal is reviewed by MnDOT, it will be ranked low, medium, or high. High <br />ranking would assure funding in the next cycle. MnDOT has indicated that the next time <br />they will have Cooperative Agreement monies available in any substantial amount would <br />be Fiscal Year 1997, which begins in July 1996. If our project is ranked in the high <br />category, the City Council will be asked to consider whether or not you would like to <br />proceed with plans and specifications, anticipating funding in July of 1996, which would <br />allow construction to begin immediately. We anticipate that the review of our packet will <br />take approximately three months, so it will likely be late spring or early summer before we <br />have any response from MnDOT relative to the ranking. <br /> <br />230/257-1904.jan <br />
