ACE recently requested a 6% increase for their services. Because of this, staff felt <br />that the City should reexamine their options. Their contract was worth $24,214.56 per year. <br /> <br />A Request for Proposal (RFP) was sent to haulers licensed to collect garbage and recycling in the City. <br />Language in the RFP allowed the flexibility of not having to choose the lowest service provider. It was <br />based on the following factors: <br /> <br />1. Annual cost of the services to be performed. <br />2. Proposals demonstratiug and utilizing resource recovery will be given preference over <br />those that do not. <br />3. Potential cost savings to the City based on alternatives proposed by the contractor. <br />4. Qualifications, license, insurance of responder and associated personnel. <br />5. Similar work experience. <br />6. References. <br /> <br />Five haulers filled out and returned the RFP. They are as follows as well as the quoted price for service: <br />. ACE Solid Waste - $35,444.42 <br />. Allied Waste (formerly BFl) - $31,367.93 <br />. Randy's Sanitation - $26,623.86 <br />. Walter's Recycling and Refuse - $24,209.40 <br />. Waste Management, Inc. - $38,812.32 <br /> <br />From those five, staff is recommending Randy's Sanitation. Randy's Sanitation is offering many additional <br />services Walter's Recycling and Refuse did not include in its proposal. They were the second lowest <br />service provider and offered alternatives which could help save the City money and help reduce the <br />amount of waste going into the waste stream.
