r I ~z
II
flk River

TO: MAYOR & CITY COUNCIL
FROM: PATRICK KLAERS, CITY . ADMINISTRATOR
DATE: JANUARY 12, 1994
SUBJECT: CAPITAL IMPROVEMENT PROGRAM (CIP)
WORKSESSION

3. Elk Park Crossing Development Proposal Update

The developers for the southeast corner of Highway 169 and
Main Street (the Earl Hohlen property including the
trailer court area) have requested to come before the City
Council with a general update on the status of their
proposal. There has been some discussion about this
project in the paper in recent months and the City has
received a formal application for this project from the
developers. Additionally, a number of staff meetings have
been held with the developers on this proposal. The
application is not complete at this time and no
application will be forwarded to the Planning Commission
for review until additional information is submitted.

e

In order to not circumvent the planning and review
process, the Planning Commission has been invited to
attend this part of the CIP worksession. The intention of
the update is to be general in nature, and to a certain
degree, to put "faces with names" so that everyone can
realize that there are real people behind this development
proposal.

Please see the attached memo from Steven Ach on this
agenda item. It is intended that the discussion will be
somewhat brief (less than one-half hour) and somewhat
general. Staff will take this opportunity to review with
the Planning Commission and Council, some of the
outstanding issues associated with this development
proposal. A fairly accurate overview of the project was
on the front page of the 1/12/94 Star News.

4.

Civic Center Committee Update by Chair Jeff Gonqoll

e

Attached for your information is some material that was
provided to us by Jeff Gongoll. Jeff appeared before the
School Board on 1/11/94 in order to update them on the
concepts being discussed by the Civic Center Committee.
It appears now that the Committee is concentrating on a
hockey arena and that discussion is centering around a
location for the facility and finances for the project.
The civic center building part of the project has not been

P.O.
