ITEM 6.3.

TO:

MAYOR & CITY COUNCIL

FROM:

STEPHEN ROHLF, BUILDING AND ZONING
ADMINISTRATOR

DATE:

APRIL 14, 1993

'512--

SUBJECT: ORDINANCE AMENDMENT SECTION 900.12
(13)(c) and (14)(c) "TEMPORARY
STRUCTURES IN THE LIGHT AND MEDIUM
INDUSTRIAL ZONES BY THE CITY OF ELK
RIVER/PUBLIC HEARING

The Elk River City Council directed staff to review a possible
ordinance amendment to allow temporary structures in the light
and medium industrial zones. There is a similar mechanism in
the single family residential zones allowing a trailer house as
a temporary dwelling for 6 months while constructing a
permanent dwelling.

.

Staff feels temporary structures can be allowed in the light
and medium industrial zones to accommodate temporary needs
while a permanent structure is being constructed. However,
temporary structures do raise concerns such as how to define
"temporary," how to ensure the temporary use is removed, and
that the temporary structure meet other applicable codes,
especially those involving safety issues.

The Planning Commission recommended temporary structures be
allowed in the industrial zones as a conditional use so the
concerns mentioned above can be addressed. An ordinance
amendment reflecting this is attached. The Planning Commission
also recommended that a definition of "temporary structure" be
added to our ordinance sometime when the definition section of
the zoning ordinance is reviewed.

.

720 Dodge Avenue N.W., Elk River, Minnesota 55330 (612) 441-7420
