<br /> <br />ITEM 5. <br /> <br />TO: MAYOR & CITY COUNCIL <br /> <br />FROM: PAT KLAERS, CITY ADMINISTRATOR <br /> <br />DATE: FEBRUARY 12, 1993 <br />SUBJECT: CIP WORK SESSION <br /> <br />A Capital Improvement Program (CIP) Work Session is scheduled <br />for 6:00 p.m. on Monday, February 15, 1993, at the Elk River <br />City Hall Conference Room. City Council and staff should feel <br />free to come dressed casually for this meeting and pizzas will <br />be provided for dinner. If individuals do not favor pizza, and <br />would prefer something different on the order of a subway, <br />please notify me and such provisions can be made. <br /> <br />. <br /> <br />At the last CIP Work Session on 1/18/93, the City Council <br />reviewed past, ongoing, and annual capital improvement projects <br />and the financing for these projects. This historical <br />information is important in order to understand what has been <br />happening in Elk River, and why the statement that "limited <br />funds are available for 1993 capital improvements" is <br />generally accepted by myself, John, and Roger. John and Roger <br />have been on the Council the past few years and have seen the <br />amount of monies spent on past projects. <br /> <br />Under ideal conditions, this 2/15/93 CIP meeting should start <br />off where the last meeting in January ended. If this is true, <br />then the City Council will review the list of "known" 1993-97 <br />projects (based on the 1990 CIP). Following this step, the <br />City Council would then add to this list of 1993-97 projects, <br />delete projects from this list, and discuss the long range or <br />nonprogrammed (pending) projects. <br /> <br />Once all projects are reviewed, the City Council needs to begin <br />prioritizing the projects. Whether or not the Council needs <br />rough cost estimates from the engineer, or whether or not the <br />Council needs to know the availability of funds before <br />establishing priorities, is strictly up to the Council as to <br />what process it wants to go through in order to establish <br />priorities. <br /> <br />As time allows, the Finance Director and myself will be happy <br />to review the CIP finances with the City Council. It is a <br />concern that due to the length of the agenda and some of the <br />special capital imp~ovements that need to be reviewed, we may <br />not get to the finaqc~s at this meeting.
