e SPECIAL MEETING OF THE ELK RIVER ECONOMIC DEVELOPMENT AUTHORITY HELD AT THE ELK RIVER CITY HALL MONDAY, JANUARY 21, 1997 Members Present: President Dwyer. Commissioners Thompson, Duitsman, Gongoll and Bender. Commissioner Holmgren arrived at 5: 1 0 p.m. Members Absent: Commissioner Farber Staff Present: Paul Steinman, Executive Director; Pat Klaers, City Administrator; Terry Maurer, City Engineer; Steve Ach, City Planner; and Debbie Kleckner, Recording Secretary 1. Call Meetino To Order Pursuant to due call and notice thereof, the meeting of the Elk River Economic Development Authority was called to order at 4: 10 p.m. by President Dwyer. 2. Review and Discuss Criteria of the Eiqht Alternative 1-1 /BP Areas Paul reviewed the criteria for each of the eight alternative industrial/business park areas, as outlined in his report to the EDA dated January 13, 1997. e The EDA Commissioners rated each of the eight of areas in the following order of priority: Priority Area # Number of Rankino Points 1 Area 6 32 2 Area 7 31 3 Area 1 31 4 Area 3 22 5 Area 8 20 6 Area 5 18 7 Area 2 14 8 Area 4 5 Discussion followed regarding information about the percentages of 11, 12 and BP zoned areas in Elk River. as compared with other communities. 3. Review and Modify Sample Action Plan - Industrial Base e Paul distributed a concept action plan for increasing the city's industrial base. He reviewed the phasing concept related to each of the 4 areas of discussion including the West Elk River Business Park, the County Rd. 12/13 area, East Highway way 10, north Highway 169, and "other" areas. He noted the plan would change significantly based on this evening's discussions. Discussion of the various areas followed including phasing, extension of utilities, willingness of property owners to participate in industrial development. and joint development agreements.
