<br />Special EDA Meeting Minutes <br />January 21, 1997 <br /> <br />Page 2 <br /> <br />e <br /> <br />Pat Klaers indicated if an agreement cannot be reached with a property owner, <br />the city would then move on to the next industrial site for possible development. <br /> <br />Utility extension prior to industrial development for the west Highway 10 area was <br />discussed. Pat Klaers indicated the draft of Phase 3 of the western area utilities <br />feasibility study will be presented to the City Council later this month. He <br />explained the trunk line is proposed to run down the center point between <br />County Road 30 and Highway 10 out to end at Waco, and the laterals will run <br />north and south to the corner of Waco and Highway 10 and Waco and County <br />Road 30. A lateral system will run under the frontage road along Highway 10. The <br />lateral extension would need to be completed before street construction could <br />begin. <br /> <br />Members of the group were in agreement that joint development agreements <br />could be tailored to each individual site negotiation. Discussion followed <br />regarding factors to consider when determining fair market value. <br /> <br />Terry Maurer indicted the timing of the projects will be dependent on the <br />completion of the improvements. Terry explained the process takes time to <br />complete, beginning with the feasibility study, public hearing process and the <br />construction itself. <br /> <br />e <br /> <br />Members of the Commission expressed their approval of the action plan concept <br />presented by Paul. Paul noted he will revise the concept based on their <br />discussion and bring the concept back to the EDA at a later date. <br /> <br />Paul indicated the Strategic Planning Task Force will meet on Wednesday, <br />February 5 from 3 - 6 p.m. <br /> <br />4.
