COMMISSIONER DOBEL MOVED TO APPROVE COMMISSIONER HOLMGREN SECONDED THE MOTION. THE 12/4/89 EDA AGENDA. THE MOTION CARRIED 5-0. Consider 11/6/89 EDA Minutes COMMISSIONER KROPUENSKE MOVED TO APPROVE THE 11/6/89 EDA MINUTES. COMMISSIONER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 5-0. 4. Discuss Marketin~ Strate~Y for Block A Dick Fursman, Economic Development Coordinator, indicated that staff has prepared a draft Request for Proposal (RFP) which provides background information on the City as a whole, the Elk River commercial areas and the Block A project area. He indicated that the RFP describes the project tasks relating to the goal of creating a block long development. He further indicated that the RFP provides the developer with project characteristics, challenges and City participation. Mr. Fursman reviewed the project tasks with the EDA. He indicated that the goal is to create a block long development using a homogenous theme. Considerations would include the development of between 35,000 and 70,000 square feet of office, retail and possibly residential space. An attached boardwalk, a late 1800's or early 1900's river theme, a possible interior walk and a parking scheme were also included.
