THE MOTION CARRIED 5-0. <br /> <br />4. Discuss Marketin~ Strate~Y for Block A <br /> <br />Dick Fursman, Economic Development Coordinator, indicated that staff <br />has prepared a draft Request for Proposal (RFP) which provides <br />background information on the City as a whole, the Elk River <br />commercial areas and the Block A project area. He indicated that the <br />RFP describes the project tasks relating to the goal of creating a <br />block long development. He further indicated that the RFP provides <br />the developer with project characteristics, challenges and City <br />participation. <br /> <br />Mr. Fursman reviewed the project tasks with the EDA. He indicated <br />that the goal is to create a block long development using a <br />homogenous theme. Considerations would include the development of <br />between 35,000 and 70,000 square feet of office, retail and possibly <br />residential space. An attached boardwalk, a late 1800's or early <br />1900's river theme, a possible interior walk and a parking scheme <br />were also included. <br />
