Economic Development Authority Minutes December 4, 1989 Page 2 . Mr. Fursman further reviewed with the EDA two possible alternatives to the development of the entire block. Alternative number one would be the development of the old hardware site destroyed by the fire and alternative number two would be the redevelopment of as much of the project area as feasible. Mr. Fursman reviewed with the EDA the possible assistance the City could give in this development. He indicated that the City can use legal authority when necessary to insure that a qualified development proposal has the opportunity to succeed. The EDA discussed the City's involvement in acquisition of the property. He indicated that the City could acquire the property if the project is put into jeopardy by condemning the property and then paying for it. The EDA discussed zoning regulations which would include greater flexibility for the project. He indicated that the RFP proposes that Elk River work closely with the developer using techniques such as flexible zoning and contract zoning to allow the most liberal design and use parameters for the developers discretion. The last item of the RFP discussed was the City's involvement in public finance. The RFP proposes that a variety of finance techniques will be available which relate directly to tax increment financing. . Mr. Fursman stated that the staff and consultants feel that without the tools proposed in the RFP, the chance of attracting developers would be very poor. He further indicated that by committing to these tools up front in the RFP, the developers and EDA will be better informed from the start. COMMISSIONER DOBEL MOVED TO ACCEPT THE CITY ASSISTANCE AS PROPOSED IN THE RFP. COMMISSIONER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 5-0. COMMISSIONER DOBEL MOVED TO APPROVE THE CONCEPT OF THE RFP AS ACCEPTED WITH MINOR CHANGES MADE AS DISCUSSED BY THE EDA AND ALSO TO AUTHORIZE DICK FURSMAN TO PROCEED IN FINALIZING AND PUBLISHING THE RFP. COMMISSIONER KROPUENSKE SECONDED THE MOTION. THE MOTION CARRIED 5-0. COMMISSIONER HOLMGREN MOVED TO CALL AN EDA MEETING ON DECEMBER 18, 1989, FOLLOWING THE CITY COUNCIL MEETING, IN ORDER" TO REVIEW THE EDA BUDGET. COMMISSIONER KROPUENSKE SECONDED THE MOTION. THE MOTION CARRIED 5-0. 5. Adjournment There being no further business, COMMISSIONER DOBEL MOVED TO ADJOURN THE EDA MEETING. COMMISSIONER SCHULDT SECONDED THE MOTION. THE MOTION CARRIED 5-0. .
