<br />Economic Development Authority Minutes <br />December 4, 1989 <br /> <br />Page 2 <br /> <br />. <br /> <br />Mr. Fursman further reviewed with the EDA two possible alternatives <br />to the development of the entire block. Alternative number one would <br />be the development of the old hardware site destroyed by the fire and <br />alternative number two would be the redevelopment of as much of the <br />project area as feasible. <br /> <br />Mr. Fursman reviewed with the EDA the possible assistance the City <br />could give in this development. He indicated that the City can use <br />legal authority when necessary to insure that a qualified development <br />proposal has the opportunity to succeed. The EDA discussed the <br />City's involvement in acquisition of the property. He indicated that <br />the City could acquire the property if the project is put into <br />jeopardy by condemning the property and then paying for it. The EDA <br />discussed zoning regulations which would include greater flexibility <br />for the project. He indicated that the RFP proposes that Elk River <br />work closely with the developer using techniques such as flexible <br />zoning and contract zoning to allow the most liberal design and use <br />parameters for the developers discretion. The last item of the RFP <br />discussed was the City's involvement in public finance. The RFP <br />proposes that a variety of finance techniques will be available which <br />relate directly to tax increment financing. <br /> <br />. <br /> <br />Mr. Fursman stated that the staff and consultants feel that without <br />the tools proposed in the RFP, the chance of attracting developers <br />would be very poor. He further indicated that by committing to these <br />tools up front in the RFP, the developers and EDA will be better <br />informed from the start. <br /> <br />COMMISSIONER DOBEL MOVED TO ACCEPT THE CITY ASSISTANCE AS PROPOSED IN <br />THE RFP. COMMISSIONER HOLMGREN SECONDED THE MOTION. THE MOTION <br />CARRIED 5-0. <br /> <br />COMMISSIONER DOBEL MOVED TO APPROVE THE CONCEPT OF THE RFP AS <br />ACCEPTED WITH MINOR CHANGES MADE AS DISCUSSED BY THE EDA AND ALSO TO <br />AUTHORIZE DICK FURSMAN TO PROCEED IN FINALIZING AND PUBLISHING THE <br />RFP. COMMISSIONER KROPUENSKE SECONDED THE MOTION. THE MOTION <br />CARRIED 5-0. <br /> <br />COMMISSIONER HOLMGREN MOVED TO CALL AN EDA MEETING ON DECEMBER 18, <br />1989, FOLLOWING THE CITY COUNCIL MEETING, IN ORDER" TO REVIEW THE EDA <br />BUDGET. COMMISSIONER KROPUENSKE SECONDED THE MOTION. THE MOTION <br />CARRIED 5-0. <br /> <br />5. Adjournment <br /> <br />There being no further business, COMMISSIONER DOBEL MOVED TO ADJOURN <br />THE EDA MEETING. COMMISSIONER SCHULDT SECONDED THE MOTION.
