<br />Economic Development Commission Meeting <br />Held at Elk River City Hall <br />March 26, 1987 <br /> <br />. <br /> <br />Members Present: Lloyd Brutlag, John Oliver, Wade Turner, Carol Mills, <br />Jeff Gongoll, Cliff Lundberg, Richard Gongoll, Greg Hohlen <br /> <br />Members Absent: <br /> <br />Elaine Anderson, Jerry Hagen, Keith Holme, Bud Holton, Frank <br />Madsen, John Plaisted, Jim Simpson, Larry Toth <br /> <br />Staff Present: <br /> <br />Pat Klaers, City Administrator <br /> <br />Others Present: <br /> <br />Mayor Estelle Gunkel <br /> <br />1. The meeting of the Economic Development Commission was called to order at <br />7:20 p.m. <br /> <br />2. Minutes of last Economic Development Commission Meeting <br /> <br />Pat Klaers, City Administrator, presented minutes of the July 1986 <br />Economic Development Commission Meeting. <br /> <br />Chairman Dick Gongoll gave a brief summary on a Research Committee meeting <br />that took place in July and the various duties that members took on. <br /> <br />3. <br /> <br />Chairman <br /> <br />Gongoll introduced the three new members on the Commission: <br />Jeff Gongoll <br />Wade Turner <br />Greg Hohlen <br />Gongoll then thanked the members present for the efforts they <br />forth towards the Economic Development Commission. <br /> <br />. <br /> <br />Chairman <br /> <br />have put <br /> <br />4. Report of Activity and Projects to Date <br /> <br />a. Task Force Meetings <br />Chairman Gongoll reported on Task force meetings which have been held. <br />In June, July and August the Committee worked on the Star City <br />Recertification. In September, the Task Force discussed needed work on <br />the business retention program. There was discussion on an Economic <br />Development (Industrial Park) grant which was not approved by the E D A. <br />Pat Connoy, MNDEED technical advisor, attended city marketing meetings and <br />and suggested a possible incubation approach on machine shops in Elk <br />River. During the months of January, February and March the Task Force <br />worked on updating the recertification materials and preparing the oral <br />report for Star City. <br /> <br />. <br /> <br />b. Committee Chairpersons Reports <br />Carol Mills gave a report on the Planning and Research Committee progress. <br />Mills' three main points of discussion were the one year plan, the five <br />year plan, and the work load of the Planning Research Committee. Mills <br />explained that the one year plan is complete and the five year plan is <br />also complete but does need some expansion. Mills, along with a concensus <br />from the committee, feels it would be beneficial to get volunteer help <br />from the public on some of the Research projects. Two key issues which <br />were pointed out during Carol Mills' presentation were: <br />1. The ultimate benefit of the real estate tax claims and to be <br />able to explain the tax structure to visiting businesses; and <br />
