Economic Development Commission Meeting Held at Elk River City Hall March 26, 1987 . Members Present: Lloyd Brutlag, John Oliver, Wade Turner, Carol Mills, Jeff Gongoll, Cliff Lundberg, Richard Gongoll, Greg Hohlen Members Absent: Elaine Anderson, Jerry Hagen, Keith Holme, Bud Holton, Frank Madsen, John Plaisted, Jim Simpson, Larry Toth Staff Present: Pat Klaers, City Administrator Others Present: Mayor Estelle Gunkel 1. The meeting of the Economic Development Commission was called to order at 7:20 p.m. 2. Minutes of last Economic Development Commission Meeting Pat Klaers, City Administrator, presented minutes of the July 1986 Economic Development Commission Meeting. Chairman Dick Gongoll gave a brief summary on a Research Committee meeting that took place in July and the various duties that members took on. 3. Chairman Gongoll introduced the three new members on the Commission: Jeff Gongoll Wade Turner Greg Hohlen Gongoll then thanked the members present for the efforts they forth towards the Economic Development Commission. . Chairman have put 4. Report of Activity and Projects to Date a. Task Force Meetings Chairman Gongoll reported on Task force meetings which have been held. In June, July and August the Committee worked on the Star City Recertification. In September, the Task Force discussed needed work on the business retention program. There was discussion on an Economic Development (Industrial Park) grant which was not approved by the E D A. Pat Connoy, MNDEED technical advisor, attended city marketing meetings and and suggested a possible incubation approach on machine shops in Elk River. During the months of January, February and March the Task Force worked on updating the recertification materials and preparing the oral report for Star City. . b. Committee Chairpersons Reports Carol Mills gave a report on the Planning and Research Committee progress. Mills' three main points of discussion were the one year plan, the five year plan, and the work load of the Planning Research Committee. Mills explained that the one year plan is complete and the five year plan is also complete but does need some expansion. Mills, along with a concensus from the committee, feels it would be beneficial to get volunteer help from the public on some of the Research projects. Two key issues which were pointed out during Carol Mills' presentation were: 1. The ultimate benefit of the real estate tax claims and to be able to explain the tax structure to visiting businesses; and
