<br /> <br /> <br /> <br />ELK RIVER PLANNING COMMISSION MEETING <br />HELD AT THE ELK RIVER PUBLIC LIBRARY <br />August 2, 1982 <br /> <br />Members Present: Chairman Tracy, Commissioners Pearce, Gunkel, Kreuser, and Tralle <br /> <br />Members Absent: None <br /> <br />Staff Present: Rick Breezee, Building and Zoning Administrator <br /> <br />1. Call Meeting to Order <br /> <br />Chairman Tracy called the meeting to order at 7:30 p.m. <br /> <br />2. Agenda <br /> <br />Item #4, Conditional Use Permit, Fred Watts, was tabled to the next regularly <br />scheduled Planning Commission meeting to be held at the end of August. Item 119, <br />Consider Zone Change Possibility, was also tabled to the next meeting in August. <br />Item #9~, Discussion: The addition of additional items to the agenda, was added <br />to the August 2, 1982 Planning Commission agenda. <br /> <br />Rick Breezee indicated that the City Council, at their July 19, 1982 meeting, had <br />requested that the Barthel development group go back to the Planning Commission at <br />their July meeting. Rick Breezee also indicated that the Barthel development group <br />would explain their concept to the Planning Commission. Rick Breezee further indi- <br />cated that at tonight's meeting, Barthel was presenting just the footprint; it has <br />nothing to do with the preliminary plat. Rick Breezee also indicated that a new <br />phasing plan would also be presented tonight. <br /> <br />Commissioner Gunkel indicated that the Planning Commission had already made recom- <br />mendations to the City Council. Cornm.issioner Gunkel alscindicatedher confusion- as <br />to why this item was sent back to the Planning Commission. <br /> <br />Rick Breezee indicated that the Planning Commission agenda was written on Wednesday <br />and that the Barthel group had not turned in their material for the meeting tonight <br />until late Thursday afternoon, which was why they were not on the written agenda. <br /> <br />Discussion followed regarding the Planning Commission putting Barthel on the agenda <br />as Item 9. The members expressed the problem of discussing this item without having <br />enough preparation time before having to make a recommendation. <br /> <br />Commissioner Pearce indicated that he felt he did not want to make any recommendation <br />to the City Council tonight nor until the preliminary plat was completed. <br /> <br />Rick Breezee indicated that the City Council, at the last meeting, told the Barthel <br />group that the Council would take care of the water studies, storm sewer study, street <br />study, etc. <br /> <br />Marlin Hutchinson, Barthel development group, indicated that tonight's discussion was <br />not a new concept, but it was regarding 55,000 square feet during the first phase. <br />Mr. Hutchinson further indicated that the City Council wanted a mall, and that there <br />
