Adolphson, COID~unity Development Director <br /> <br />1. Meeting Called to Order <br /> <br />The meeting was called to order by Co~missioner Fox at 8:00 p.m. <br /> <br />2. Minutes <br /> <br />The minutes of the June 28, 1980 Planning Commission meeting and the <br />July 14, 1980 special meeting were read and approved. <br /> <br />3. Agenda <br /> <br />Item #7 - Continuation of the July 14 meeting on zoning ordinances and maps <br />was added. <br /> <br />4. Barbara Bjorklund, Conditional Use Permit to Operate a Preschool Center <br />Barbara Bjorklund vias present for this public hearing. She said this would <br />be located in Peterson's Addition. At full capacity there could be 20 <br />children at a morning and afternoon session operating four days per week, <br />from approximately 9:15 to 12:00 and 1:00 to 3:45. This would be concurrent <br />with the normal school year. She said she might want to extend to additional <br />classes in the afternoon if interest was such. Commissioner Lucas asked <br />if there was 20 maximQm at each session. ~trs. Bjorklund said there could be <br />20 children per session with a total of 40 children per week. The public <br />portion was then opened. Elaine Larson asked about the qualifications of <br />ttrs. Bjorklund. She said she is a certified elementary teacher with <br />kindergarten instruction and would be licensed by the state which is pending. <br />She would also have to have a child care assistant working with her so there <br />would be the required 1-10 ratio per child. ~~s. Bjorklund also presented <br />a petition signed by her neighbors in favor of this preschool center. The <br />public portion was then closed. Co~missioner Lucas asked if this involved <br />remodeling of her house. ~trs. Bjorklund stated she has an unfinished walkout <br />basement that they intended to finish. ~tr. Adolphson stated he had been out <br />there and given her the requirements to bring it up to code. Co~missioner <br />Lucas asked about a fenced yard. She said she was not sure when it vffiS <br />required by the state, but said this is a very structured type of situation <br />and unlike a day care, the children vTould not be outside playing for extended <br />periods of time. The Co~mission asked about the traffic situation so far as <br />dropping off and picking up the children. She said they are located on five <br />acres approximately 250 feet off of Ogden Street. She also said the children <br />vTould be mostly four year aIds and some three year olds and would be following <br />the school year. COI~~ISSIONER TRACY MOVED TO REC01~~ND ISSUING THE CONDITIONAL <br />USE PERMIT FOR A TIfO YEAR PERIOD. CO~~1ISSIONER LUCAS SECONDED THE MOTION. <br />MOTION CARRIED 3-0. <br /> <br />5. Larry Koshak, Preliminary Plat Hearing <br /> <br />ttr. Koshak was present for this hearing. He presented a preliminary plat of <br />53 acres, currently zoned Al and is requesting it be changed to C3 and Rl. The <br />C3 co~mercial is 19.1 acres with lot sizes of 1 plus acres along and adjacent <br />
