He said the project has approximately 364 feet <br />of bitu..11linous paved streets \.rith a loop system connect.j~ng' to__adjacent 40 some <br />acres in Ramsey. Ramsey at present cannot make any planning because of the <br />Metro Council problem, but he felt that the Elk River portion being platted <br />would help them with the Metro Council. Also, he would request that if they <br />were able to bring in Ramsey before final plat they would eliminate Adams <br />Street looped from 153 and 156 along east boundary line. He said drainage <br />would be into the river with a permit required from the Corps of Engineers. <br />The co~mercial would drain into the existing ditch, which would be upgraded, <br />and then to the river. He said little grading would have to be done to <br />improve the residential lots, but the commercial would need grading to make <br />buildable areas. The street grades all met the maximum grade. There would <br />be t1.ro accesses -- one existing, Adams Street to High't.ray 10 and t't'TO accesses <br />to Cleveland then to Highway 10. The soils tests taken showed perculation <br />tests on Lot 3 Block 4 a rate of .8 min. per inch measured in 24 inch fine <br />sand rising. The test proved soil was adequate for conventional drainfield <br />and septic system. Co~missioner Fox then opened the public portion. <br />Bob ~liddaugh asked what I~. Koshak had in mind for the C3 use. tIT. Koshak <br />talked about covenenting to same type of use that Ramsey would, but it <br />probably would be dry industrial sites. lftr. ruddaugh asked if Ramsey had <br />already zoned their portion. ~tr. Koshak said the Metro Council wants to <br />zone it all residential with no co~mercial. ttr. ~tiddaugh also told him <br />that the C3 area would be .zoned I-I. Commissioner Fox asked if ~IT. Koshak <br />sa~T any problems with it being so zoned, and ~rr. Koshak said he saw no <br />problems as he was interested mostly in small retail, convenience stores <br />vTith no high water usage. Cow~issioner Lucas asked if this would generate enough <br />traffic to provide enough business for the com..rnercial as some of it "\.]"ould <br />not be seen from the highway. ~tro Adolphson reco~mended the streets in the <br />commercial be completed as city-ty~e streets with curb and gutter including <br />the north part of Clevelando The remaining streets could be the rural type <br />section. 1tr. Koshak stated he had not intended to pave Cleveland and asked <br />about what to do about the o~mership as half was o~med by others. The <br />Planning Commission said that ~Tould have to be taken care of by the City <br />Council. COID~issioner Fox felt it should be blacktopped as it vrill be a <br />multiple use street and would benefit the people and the cOID_munity. <br />r~. Z. Johnson felt Cleveland should be paved and an assessment hearing held <br />as to the financing of it. lftr. Adolphson indicated an outlot off of Ad~ms <br />street that should be eliminated because it would just be something extra to <br />be maintained by the City. He said ~~. Koshak should also provide for the <br />southern street easements now so that in the future subdivisions can be made <br />with no houses built in the way. He said the first questions were <br />about the PUD on the east side of to~m and problems created covering more <br />than one o1.mership. He recommended extending the PUD east across High'\.ray 169 <br />
