Adolphson, COID~unity Development Director <br /> <br />1. Meeting Called to Order <br /> <br />The meeting was called to order at 8:12 p.m. by Commissioner Fox. <br /> <br />2. Agenda <br /> <br />There were no changes to the agenda. <br /> <br />3. Consideration of NevT Zoning Ordinance and New Zoning l~ps <br /> <br />r~. Robert Middaugh and Vtr. Zack Johnson were present for this discussion. ftt. <br />~liddaugh highlighted the changes set forth in a three page memorandum dated <br />June 25, 1980. <br /> <br />Page 1, #2 - COID~issioner Lucas asked what was to prevent someone from putting <br />a mobile home on a 4City lot and what happens if the ovmer loses his job and <br />and do we throw him out in six months. ~~. Middaugh said it would have to be <br />a conditional use, temporary trailers, not longer than six months and not living <br />quarters. COID~issioner Lucas asked if we should not be stricter rather than <br />have to hassle things out later. Co~missioner Rootes co~mented that he would <br />not like to have things tied dOvm too much, a special condition being for a <br />specific ordinance should be more elastic. Co~missioner Fox said it would be <br />basically for sales offices not as residential or as a temporary when building <br />a house. COID~issioner Lucas said he had known houses to be under construction <br />for three years. Co~missioner Fox said that would be revievTed in six months <br />and the building site inspected and if no progress \fas being made, then the <br />permit would not be renewed. r~. Adolphson stated he gets quite a n~mber of <br />calls in regard to mobile homes. <br /> <br />Page 1 - ~~. Middaugh stated the rest of the uses were left out for one reason <br />or another. Commissioner Lucas asked if it was intended to develope trailer <br />campgrounds in RIA and RIB. ttr. Johnson stated that in these areas primarily, <br />the zones were for existing campgrounds. COID~issioner Lucas asked why the <br />camps were not considered as conditional use. ~~. Johnson said that was up to <br />the City. He also felt RIA was more appropriate and local residents might <br />object. In RIB area, COID~issioner Fox stated this was basically river frontage <br />on most of them. ~~. Middaugh said the trailer park should fit in with the <br />surrounding neighborhoods. COI~~ISSIONER LUCAS MOVED TO STRIKE THE RIB. <br />CO~@~ISSIONER TRACY SECONDED THE MOTION. MOTION PftBSED 4-0. <br /> <br />Commissioner Hinkle had a question on feedlots, conditional use. tie felt if <br />someone wanted to invest in one, he would vmnt to have more of a cOID_mitment <br />than two years, perhaps six years, but could also see the City wanting to keep <br />a handle on it's operation. <br /> <br />~IT. Middaugh stated on other uses, an application for a day care center was <br />made that has more than ten children. ~~. Johnson suggested it be made a condition- <br />al use in the R3, R4, and C2 zones. Commissioner Fox asked about any state <br />
