Adolphson stated this would be a preschool center operating from 9:00 a.ill. to 3:00 p.m. with as many as 20 children. COID~issioner Fox suggested the ten or fewer children day care centers could go into Rl, and over ten children go into R2, R3, and Cl, with a conditional use permit. Commissioner Lucas stated that as the City grows we are going to n:eed more preschool centers. CO~IT~ISSIONER LUCAS MOVED TO RECO~$illND ADDINT THE DAY CARE CEN~ERS FOR TEN OR MORE CHILDREN BE ZONED R3, R4, AS CONDITiONAL USE. CO~~lSS- lONER TRACY SECONDED THE MOTION. MOTiON PASSED 4-0. Page 1, Item #5 - Cow~issioner Lucas asked what was meant by horticultural use. ~rr. Middaugh and ~tr. Johnson explained this. Page 2, Item #9 - ~tr. Middaugh explained this and there 1fas no discussion on this item. Page 2, Item #11 - COllmissioner Fox asked if it was desirable to have automobiles only service on the highway, no truck stops permitted. I~. Johnson suggested replacing automobiles with motor vehicles or eliminating it completely, which \fould then allow trucks, sno~~obiles, etc. Co~missioner Fox stated going back to vehicle service stations. Commissioner Rootes suggested all motor vehicle service stations. Page 2, Item #12 - Co~missioner Lucas asked if there should be a size limitation on the warehouse as a 100,000 square foot building could be put there. t~. Johnson explained that had already been determined previously. Page 2, Item #19 - Commissioner Lucas did not see how anyone was going to single out a building area. Cow~issioner Fox cited the land ~There his house is built would not be considered buildable and asked that if an adequate sewage system area could be proved before a building permit could be issued. He also stated he vTould like to keep A-1 zones as five acres and subdivide in the future. COID~is- sioner Hinkle felt that there is not enough land to go around and five acres seems like too much land for some. Commissioner Lucas asked about providing adequate fire and police protection for these areas if they were 2~ acres. Co~missioner Fox stated that the 2~ acre buildable lots would not benefit the farmer. Co~missioner Lucas was concerned about discriminating against the ovmer with the larger lots, as he would not be willing to pay the same price per acre as the one who has 2~ acres. Commissioner Tracy and COID~issioner Hinkle liked the concept of defining buildable areas. COID~issioner Fox expressed his concern about ~That would happen to unbuildable areas. ~IT. Johnson explained that the land would be ovmed by someone. Co~missioner Fox stated he could see no reason to change do~m to 2~ acres, but it might be eliminating some people by the 5 acre. COID_missioner Rootes stated we are here to protect the public not to cater to the developers. COID_missioner Hinkle mentioned a neighbor who has 8 acres and only vmnts to have 2~ acres and that there would be no way she could see the land with a 5 acre restriction. CO~n~ISSIONER LUCAS MOVED THAT THE PLM~NING CO~~~ISSION RECO~~~ND Tti~ DELETION OF ITE~ffi 19 ft~D 20 TO THE CITY COu~CIL. Co~missioner Fox saw problems with the buildable on R-l and said we should go with the five acres and forget the buildable portion. Cow~issioner Rootes agreed. ~tr. ~tiddaugh cited problems in the Coon Rapids area with large acreage and that some people could not afford to keep it up. A~so, perhaps the buildable site should be something that is determined in the building standards. CO~~4ISSIONER TRACY SECONDED THE MOTION. MOTION PASSED 3-2, COl~1ISSIONERS HI~~LE A~D ROOTES OPPOSED, COr@~ISSIONER TRACY, LUCAS, P~~D FOX ~~RE IN FAVOR OF THE MOTION. As vrr.
