MINUTES OF THE ELK RNER PLANNING COMMISSION

July 25, 1966 - Members Present

Dan Bailey
Dick Gangoll
Hilmer Bartelt
Les Derr
John McGibbon
Paul Siegler
a11d also present were
. J im I(night and
Ron Kalesew ski

The first part of the meeting was devoted to a paragraph by paragraph inspec-
tion of the planning study including discussion of the desirability of the central
business district study and how detailed this should be. It was brought out that
under the cost sharing arrangeme11t there would not be a very great saving to
the Village in dropping this plan as proposed and that many of our problems
center around what to do with the business district. It was also brought out
that there could be credits for services performed if the skills and facilities
were available. However, it was generally concluded that these facilities and
skills were not available in the Village at the present time. The general idea
for the zoning section is to use what is workable based on the new Land Use
plan and to redo the balance of the ordinance. The plan provides for two public
meetings and for presentation ot me plan as concluded and monthly planning
meetings with the Planning Commission during the term of the contract.
It was also brought out that if desired a brochure in sufficient quantity for
handout could be substituted for a printed full report at the conclusion of
the plan. This full report would then be in di tto only. Otherwise the usual
procedure is to provide 50 fully printed reports. After this previous dis-
cussion it was decided to recommend to the Village Council to accept the
plan as presented with a total cost of $14,490 of which the Village share
would be $4,830.

Neil Larson appeared to request a zoning change on land at Morton and Angel
Streets to a Multiple Dwelling District. The Commission again asked for
detail infonnation on plans, elevations, etc., and tabled the request until
further information was forthcoming.

A proposal was also recei ved from Neil Larson for rezoning to commercial
and Multiple Dwelling combination in an area northwest of Highway #169 and
Main Street. This proposal was taken under advisement for further checking
before recommendatio11 to the Council.
