Call Meeting to Order <br /> <br />Pursuant to due call and notice thereof, the meeting of the Elk River <br />City Council was called to order by Chair Anderson at 7:05 p.m. <br /> <br />2. <br /> <br />Consider 12/4/91 Park and Recreation Commission Agenda <br /> <br />Item 4, Open Mike and Item 7, Update on Ski Trail Groomer, to be <br />combined as one item. <br /> <br />COMMISSIONER O'BRIEN MOVED TO APPROVE THE 12/4/19 ELK RIVER PARK AND <br />RECREATION COMMISSION AGENDA AS AMENDED. COMMISSIONER HOUGHTELIN <br />SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />Q <br />u. <br /> <br />Consider 9/4/91 Park and Recreation Com~ission Minutes <br /> <br />COMMISSIONER HOUGHTELIN MOVED TO APPROVE THE 9/4/91 PARK AND RECREATION <br />COMMISSION MINUTES. COMMISSIONER O'BRIEN SECONDED THE MOTION. THE <br />MOTION CARRIED 5-0. <br /> <br />4. Open Mike <br /> <br />Rolland Ring-Jarvi presented a ten point statement to the Commission <br />(see attachment) regarding the cross-country skiing program. <br /> <br />Mr. Ring-Jarvi encouraged cooperation between the City and the Ski Club <br />and offered volunteers to help with grooming and trail work. Pat <br />Klaers, City Administrator, indicated that only City employees should <br />operate City equipment. Phil Hals, Street/Park Superintendent stated <br />that a Building and Zoning employee and one Street Department employee <br />will do the majority of the grooming. <br /> <br />Phil Hals indicated that the newly purchased Bombardier trail groomer <br />operates very well and that his Department is now actively involved <br />wi th building a rear grooming attachment. The trails will be groomed <br />with the rollers and drags that were used last year until the grooming <br />attachment is completed. <br />
