<br />. <br /> <br />. <br /> <br />. <br /> <br />Park and Recreation Commission Minutes <br />December 4, 1991 <br /> <br />Page 2 <br /> <br />5. <br /> <br />Discussion Regarding New City Hall Campus as it Relates to Park Uses <br /> <br />Pat Klaers presented the design plans for the new City Hall building <br />and surrounding property. The Park and Recreation Commissioners were <br />asked to consider how the City Hall campus and Orono Park might be <br />joined to provide the best usage by the public for both facilities. <br />Chair Anderson asked that the Street/Park Department do an area map of <br />all the Ci ty property in the area so that a recommendation on the <br />recreation fields and softball fields can be made at a future meeting. <br /> <br />6. Discussion Regarding Pathway/Trail System - Dave Anderson <br /> <br />Chair Anderson discussed the development of a loop hiking/biking trail <br />from the new City Hall site through Orono Park connecting with the new <br />proposed 183rd Avenue parkway to create a one and one half (1 1/2) to <br />two mile trail. The Commission discussed the possibility of a bond <br />referendum to fund a City wide trail system. It was the consensus of <br />the Commission to continue a trail system discussion at a future date <br />because hiking/biking trails are becoming increasingly popular. <br /> <br />8. <br /> <br />Update on Area Wide Recreation Director - Charlie Blesener <br /> <br />Chair Anderson reported that the Planning Committee for the Regional <br />Recreation program/employee is scheduled to meet on 12/5/91 to complete <br />the job description, hiring criteria and Joint Powers Agreement. The <br />target date for hiring somebody is 3/92. 0' Brien questioned the <br />options available if the regional recreation director does not work <br />out. Pat Klaers stated that the Ci ty could use reserve money to <br />finance a "City only" Recreational Director in 1992 if it became <br />necessary, but he felt that the likelihood of failure of the Regional <br />Director is remote in 1992. <br /> <br />9. <br /> <br />Commission Vacancies Update <br /> <br />Pat Klaers, City Administrator stated that the terms of Commissioners <br />Todd Mixer, Marilyn VanPatten, and Mike O'Brien are up as of 12/31/91. <br />The City is advertising for applicants and the City Council will <br />appoint the Park and Recreation Commissioners in January, 1992. Mr. <br />Klaers urged anybody interested to apply. <br /> <br />10. Other Business and Staff Updates <br /> <br />Pat Klaers stated that the next regular Park and Recreation Commission <br />would be January 1, 1992. After a brief discussion, it was the <br />consensus of the Commission to cancel the January meeting. The next <br />scheduled meeting will be February 5, 1992. <br /> <br />Phil Hals reported that the LAWCON Funds for 1992 are committed and <br />that he has a meeting scheduled with the LAWCON staff in January to <br />review our application for the 1993 funding year. <br />
