Staff had KKE Architects
review the North Star Business Park site and the Lake Orono Water Tower site for feasibility of a joint
project. Based on the criteria used in the original site analysis, neither YMCA site would be large enough
for both projects. At the February 21, 2006 board meeting, the Library Board passed a motion in support
of KKE's report that the recommended library site addresses the Library program's long-term needs,
adds to the concept of a civic center, and creates a highly visible and accessible location for the new Elk
River Library. YMCA staff has evaluated the Lake Orono water tower site and believe that it is a great site
for their needs. Staff believes that a YMCA at the Lake Orono water tower site adds even further to a
wonderful civic and recreation campus.

Financial Impact
Moving the YMCA site to Lake Orono water tower site would free up the North Star Business Park site,
thus expanding the inventory of property available for economic development. The Lake Orono site with
it's proximity to the lake, recreation facilities and the City Hall campus should be reserved for a high
quality civic project, such as the YMCA.

Attachments
Site Evaluation Memo from KKE Architects
Library Board Minutes, 2/28/06

Action Requested

ReaffIrm the Orono Parkway site for the library project and consider the Lake Orono Water Tower site
for the YMCA.

Council Action

Motion by _

Second by _

Vote

Follow Up

C: \Documents and Settings \tallard\Local Settings \ Temporary Internet Files \ OLKF\5 6 YMCA-Library. doc
