Meeting of the Elk River City Council <br />Held at the Elk River City Hall <br />Tuesday, January 2, 2024 <br />Members Present: Mayor John Dietz, Councilmembers Cory Grupa, Mike Beyer, Matt Westgaard, and <br />Jennifer Wagner <br />Members Absent: None <br />Staff Present: City Administrator Calvin Portner and City Clerk Tina Allard <br />I . Call Meeting to Order <br />Pursuant to due call and notice thereof, the meeting of the Elk River City Council was called to order <br />at 6:30 p.m. by Mayor Dietz. <br />2. Pledge of Allegiance: <br />Pledge of Allegiance was recited. <br />3. Consider Agenda <br />Moved by Councilmember Westgaard and seconded by Councilmember Grupa to approve <br />the agenda. Motion carried 5-0. <br />4. Consent Agenda <br />Moved by Councilmember Beyer and seconded by Councilmember Wagner to approve: <br />4.1 Check register as outlined in the staff report. <br />4.2 Bid from Valdes Lawn Care and Snow Removal, LLC. For $48,870 for dredging six <br />stormwater basins within the Rolling Hills Addition development. <br />4.3 Appointment of Assistant City Administrator Joe Strerncha and Mayor John Dietz to <br />the Fire Relief Association Board with a term expiration of December 31, 2024. <br />4.4 Designation of the Star News as the official newspaper for the city and designate the <br />city website (elkrivermn.gov) as the official notice and advertisement venue for <br />transportation project bids in 2024. <br />4.5 Resolution 24-01 designating depositories of city funds and delegating authority for <br />electronic funds transfers. <br />4.6 Grant agreement with Tekstar d/b/a Arvig for broadband fiber installation — Project <br />#2. <br />4.7 Support for an application for grant funds for fiscal year 2028 through the Greater <br />Minnesota Transportation Alternatives (TA) program. <br />Resolution 24-02 to maintain the Mississippi Trail extension project. <br />4.8 Development Agreement for Glens Ridge. <br />Motion carried 5-0. <br />S.
