City Council Minutes Page 2 <br />January 2, 2024 <br />No one appeared for Open Forum. <br />6.1 City of Elk River Volunteer of the Month <br />This item was removed from the agenda. <br />7.1 Ordinance Amendment and Summary Resolution for 2024 Master Fee Schedule <br />Ms. Allard presented the staff report. <br />Mayor Dietz opened the public hearing. There being no one to speak on this matter, Mayor Dietz <br />closed the public hearing. <br />Moved by Councilmember Westgaard and seconded by Councilmember Wagner to adopt <br />Ordinance 24-01 to establish a 2024 Master Fee Schedule. Motion carried 5-0. <br />Moved by Councilmember Beyer and seconded by Councilmember Grupa to adopt <br />Resolution 24-03 approving notice of summary publication of Ordinance 24-01 an ordinance <br />adopting the 2024 Master Fee Schedule. Motion carried 5-0. <br />8.1 Appoint Acting Mayor <br />Moved by Councilmember Westgaard and seconded by Councilmember Beyer to appoint <br />Councilmember Wagner as acting mayor for 2024. Motion carried 5-0. <br />8.2 Discuss Work Session Items <br />There were no items added. <br />8.3 Ordinance Amendment: Allow Onsite Sampling of Hemp Based, Low potency THC <br />Products <br />Moved by Councilmember Wagner and seconded by Councilmember Grupa to adopt <br />Ordinance 24-02 amending Chapter 26, Section 115, Rules and Regulations regarding on site <br />sampling for cannabinoid products of the City of Elk River, Minnesota, City Code. Motion <br />carried 5-0. <br />9. Council Liaison Updates <br />Councilmembers provided updates as outlined in the respective advisory board's minutes. <br />10. Adjourn Regular Meeting <br />Moved by Councilmember Westgaard and seconded by Councilmember Wagner to adjourn <br />the regular meeting of the City Council.
