MEETING OF THE ELK RIVER PARK AND RECREATION COMMISSION HELD AT THE ELK RIVER CITY HALL WEDNESDAY, NOVEMBER 8, 1995 Members Present: Chair Dave Anderson, Commissioners Dana Anderson (7:16), Huberty, Donais, and Madsen Members Absent: Commissioners Rolfe Anderson, Olson and Tuttle Staff Present: Phil Hals, Street/Park Superintendent; Michelle Dwyer, Recording Secretary 1. Call Meetinq To Order Pursuant to due call and notice thereof, the meeting of the Elk River Park and Recreation Commission was called to order at 7:02 p.m: by Chair Dave Anderson. 2. Consider Aqenda The following item was added to the agenda: 6.1 Discussion on Railroad Trail COMMISSIONER DONAIS MOVED TO APPROVE THE NOVEMBER 8, 1995, PARK AND RECREATION COMMISSION AGENDA AS AMENDED. COMMISSIONER MADSEN SECONDED THE MOTION. THE MOTION CARRIED 4-0. 3. Consider Minutes Chair Dave Anderson stated that Commissioner Tuttle would like the Master Park Plan in more detail, and requested to delay approval until the next meeting. 4. Open Mike No one appeared for this item. Commissioner Lana Huberty expressed concern for a community center in Elk River. Chair Dave Anderson would like to research this prospective. In the past there have been groups who have brought together similar proposals. Chair Anderson stated the commission should look at the concern for a community center and possibly add it as a future agenda item so the commission is well prepared when the timing is right. The city does need a community building and should make a proposal before the next school referendum. This process would take about 1 to 2 years to compile the group's input. Commissioner Madsen stated there has been a concept plan written up in the past for the community center.
