<br />Elk River Park and Recreation Commission <br />November 8, 1995 <br /> <br />Page 2 <br /> <br />Commissioner Madsen indicated his concerns regarding the outdoor rinks, <br />located by the Elk River Ice Arena. Commissioner Madsen asked why the city <br />can't take care of these two rinks since they are used by everyone. <br />Commissioner Madsen is also concerned about the heavy snow removal. Phil <br />Hals, Streets/Parks Superintendent stated these rinks are considered non-public <br />use. Chair Anderson suggested the city cooperate with the School District for <br />heavy snow removal on the rinks. Phil Hals, Street/Park Superintendent said the <br />city does the flooding and snow plowing for Handke Stadium and Lion's Park <br />and he will check with the City Administrator about plowing the rinks by the ice <br />arena. <br /> <br />. <br /> <br />5. Community Recreation Update-Jeff Asfahl <br /> <br />Jeff Asfahl, Community Recreation Coordinator was not present for this item. <br /> <br />6. Discuss Cass Property <br /> <br />Phil Hals, Streets/Parks Superintendent updated the commISSion on the Cass <br />property project. Phil Hals handed out plans of the proposed Cass property <br />. project. The 42 acres will be developed first and, as the Waste Water Treatment <br />Plant uses up land for sludge disposal, more property will be used for athletic <br />fields. By creating 14 single family lots on the property, the city will be able to <br />fund the athletic fields without spending park & recreation monies. <br /> <br />Commissioner Dana Anderson stated his concerns regarding the 42 acres. Phil <br />Hals suggested that the city saturate the 42 acres with sludge first. Phil Hals <br />stated he would like to see some input from youth athletic associations so the <br />city can generate plans by February. This would allow for athletic fields to be <br />constructed in 1996 and ready for use in 1997. <br /> <br />. <br /> <br />6.1 Discussion on Railroad Trail <br /> <br />Phil Hals, Street/Parks Superintendent has not spoken with Paul Paige, Hoisington, <br />Koegler Group, Inc. regarding the conceptual plans on the railroad trail. Chair <br />Anderson suggested if anyone on the commission would like anything included <br />in this process they contact Dave Anderson or Phil Hals who will send it to the <br />Hoisington, Koegler Group, Inc. Phil Hals stated the need to plan for the <br />ultimate trail system and if the money becomes available the paving process <br />can begin. <br /> <br />Chair Dave Anderson discussed the neighboring ponds, and expressed <br />concerns regarding widening the trail so as to preserve the plants and native <br />grasses. <br /> <br />7. Staff Updates <br /> <br />Phil Hals, Streets/Park Superintendent updated the Commission on Woodland <br />Trails Park. The lights and the pay phone are being installed and the city crew <br />will continue with the restoration as weather permits. Gates were placed on the <br />railroad trail to take care of motorized traffic. Woodland Trails Park grand <br />opening will be scheduled for May, 1996.
