<br />. <br /> <br />. <br /> <br />. <br /> <br />MEETING OF THE ELK RIVER PARK & RECREATION COMMISSION <br />HELD AT THE ELK RIVER CITY HALL <br />WEDNESDAY, JANUARY 6, 1993 <br /> <br />Members Present: <br /> <br />Clair Olson and Mike O'Brien <br /> <br />Members Absent: <br /> <br />Chair Dave Anderson; Vice Chair, Rolfe Anderson; <br />Commissioners Dana Anderson, Byron Houghtelin, Clete <br />Lipetzky and Joe St. Dennis <br /> <br />Staff Present: <br /> <br />Pat Klaers, City Administrator; Steve Rohlf, Building <br />and Zoning Administrator; Phil Hals, Street/Park <br />Superintendent <br /> <br />Others Present: <br /> <br />Dennis Chuba, Jean and Rich Kincanon, Don Heinzman, <br />Sue and Jim Hecker and Dean Thompson <br /> <br />It was agreed upon by Mike O'Brien and Clair Olson, the only Park and <br />Recreation Commissioners present, that there could be no formal action taken <br />at this meeting and also that it would not be fair to halt the developer's <br />progress on Heritage Landing since Dennis Chuba and the Kincanons were <br />present at this meeting to present their plat and receive input from the <br />Park and Recreation Commission. <br /> <br />Since no one was present to discuss other agenda items, the informal <br />discussion started on Item #8. <br /> <br />8. Review Park and Recreation Requirements Associated with the Heritage <br />Landing Plat (Kincanon) <br /> <br />The following recommendations were made by staff and supported by the <br />Park and Recreation Commissioners present. <br /> <br />1. The section of the trail system located in Heritage Landing will <br />serve as a connection between Orono Park and a future park along <br />the Mississippi River, and should be graded at the time the <br />residential development takes place. <br /> <br />2. The trail section north of Heritage Landing should be acquired <br />from the Lakoduk development and run to the west of the homes that <br />now front on Fresno Street. <br /> <br />3. As the Moldenhauer land develops, the trail should continue to the <br />east with a possible connection with a future riverwalk in the <br />downtown area. <br /> <br />4. <br /> <br />The trail proposed in the Heritage Landing plat should be <br />dedicated to the City and the raw land value of the property <br />dedicated deducted from the developers Park Dedication Fees. <br /> <br />5. <br /> <br />The property shown on the preliminary plat as Outlot B should be <br />incorporated back into the adjoining lots.
