Meeting of the Elk River City Council <br />Held at the Elk River City Hall <br />Monday, April 17, 2023 <br />Members Present: Mayor John Dietz, Councilmembers Cory Grupa, Mike Beyer, Matt Westgaard, and Jennifer <br />Wagner <br />Members Absent: None <br />Staff Present: City Administrator Calvin Portner, City Attorney Jared Shepherd, Police Chief <br />Nierenhausen, Engineering Project Manager Brandon Wisner, Community Development <br />Director Zack, and Records Specialist Katie Porath <br />Call Meeting to Order <br />Pursuant to due call and notice thereof, the meeting of the Elk River City Council was called to order at 6:12 <br />p.m. by Mayor Dietz. <br />2. Pledge of Allegiance: <br />Pledge of Allegiance was recited. <br />3. Consider Agenda <br />Mayor Dietz removed Item 4.7b and Item 4.8 from the agenda. <br />Moved by Councilmember Westgaard and seconded by Councilmember Grupa to approve the <br />agenda, as amended. Motion carried 5-0. <br />4. Consent Agenda <br />Moved by Councihnember Westgaard and seconded by Councilmember Beyer to approve, as <br />amended: <br />4.1 April 3, 2023, Special Meeting. <br />April 3, 2023, Regular Meeting. <br />April 10, 2023, Board of Appeal Meeting. <br />4.2 Check register as outlined in the staff report. <br />4.3 Bid from Perfection Plus in the amount of $109,525 for Custodial Services for Municipal <br />Buildings, a three-year period from May 1, 2023, through April 30, 2026, Agreement 2023-06. <br />4.4 Adopting Ordinance 23-05 changing PID #75-431-0270 address from 19476 Irving Street to <br />117471941h Avenue NW. <br />4.5 Adopting Ordinance 23-06 changing PID #75-410-0210 address from 507 Oxford Avenue to <br />1156 5`' Street NW. <br />4.6 Adopting Resolution 23-14 approving the Final Plat of The Villas at Filhnore Second <br />Addition with the following conditions: <br />1. A Development Agreement must be signed by the city and developer prior to <br />releasing the final plat for recording. <br />2. Park Dedication shall be paid in the amount required by the city when the final plat <br />is released for recording. <br />
