Call Meeting to Order � <br />2. <br />3. <br />4. <br />Pursuant to due call and notice theYeof, the meeting of the Elk River City Council was called to order at 6:00 <br />p.m. by MayTor Dietz. <br />Pledge of Allegiance: <br />Pledge of Allegiance was recited. <br />Consider Agenda <br />��...,� <br />Moved by Councilmember Wagner and seconded by Councilmember Beyer to approve the agenda. <br />Motion carried 4-0. <br />Consent Agenda ' ` <br />Moved by Councilmember Beyer and seconded by Councilmember Grupa to approve: <br />4.1 March 6, 2023, Minutes. <br />4.2 Check register as outlined in the staff report. <br />4.3 Approve Resolution 23-13 approving a negative declaration of need for an environmental <br />impact statement for the Foster Property Development, as outlined in the staff report. <br />4.4 Temporary On-Sale Liquor License for Elk RiverFest. <br />4.5 Temporary On-Sale Liquor License for Ruff Start Rescue. <br />4.6 The bid from JK Landscape Construction in the amount of $231,444 to stabilize <br />approximately 1,1101inear feet of riverbank on the Mississippi River in the William H. <br />Houlton Conservation Area (WHHCA) as outlined in the staff report. <br />Motion carried 4-0. <br />5. Open Forum <br />No one appeared for Open Forum. <br />
