Once the work session <br />discussion is complete, the commission can: <br />1. Ask for more information, clarification, and/or changes. Staff will then bring this item back during a <br />February work session. <br />2. If comfortable with moving forward, provide staff with desired updates and changes to be included in a <br />future work session with Council, prior to returning with a formal action for adoption. <br /> <br />Background/Discussion <br />In July 2022, the commission reviewed proposed/needed zoning amendments to the Focused Area Study (FAST) <br />as that land use designation was officially removed with the approval of the Comprehensive Plan/Land Use Map <br />in October 2021. During their December 2022 meeting, the commission then reviewed proposed zone changes <br />and ordinance amendments for all residential district’s city wide. <br /> <br />The commission, in general, was supportive of the concepts of the proposed changes during both meetings. Staff is <br />seeking a more in-depth conversation regarding the proposed land use, zoning, and ordinances amendments. <br /> <br />The staff reports and exhibits from the two previous work session meetings are attached for your reference. <br />Land Use Amendments <br />While preparing for this land use and zoning amendment process, staff identified several areas of the approved <br />Land Use Map that require amending as they were incorrectly assigned on the 2021 land use plan. These errors, <br />along with other proposed changes, are identified/outlined on the attached exhibit titled “Land Use Map <br />(Proposed)”. Major changes are as follows: <br /> Neighborhood Commercial node at County Road 13 and Viking Blvd. was made larger <br /> Bowling alley site (north of Orono Park) is proposed to change from Traditional Single Family Residential <br />to Mixed Residential <br /> Guardian Angels on Main Street is proposed to change from Multifamily to Neighborhood Commercial <br /> West of the train station is proposed to change from Neighborhood Commercial to Business Park <br /> Area south of Hwy. 10/169 and east of Kelley Farm is proposed to change from Traditional Single Family <br />Residential to Highway Business <br /> <br /> <br />The Elk River Vision <br />A welcoming community with revolutionary and spirited resourcefulness, exceptional <br /> <br />service, and community engagement that encourages and inspires prosperity. <br />Updated: January 2023 <br /> <br />
