A PUD agreement shall be approved by the City Council and <br />signed by both parties prior to the issuance of building permits <br />for any building within the project area. <br />2. Staff approval of a landscape plan meeting the city ordinance <br />requirements is required. <br />3. Lift stations associated with public services shall be public. <br />4. All watermains shall be looped. <br /> <br />Background/Discussion <br />The applicant has proposed a multi-family residential development <br />south of Kliever Lake Fields. The application includes a Zone Change <br />(ZC 22-05) to Planned Unit Development (PUD) and a preliminary <br />plat (P 22-10) to create a detached townhome development consisting <br />of 43 lots. <br /> <br />Comprehensive Plan <br />The Comprehensive Plan guides the property as Traditional Single- <br />Family Residential which predominately consists of single-family <br />detached homes occupying moderately sized lots. This land use, while predominately single-family detached, <br />should accommodate single-family attached and townhomes. <br /> <br />Site Plan <br />The 43 lots are laid out along two through streets and one cul-de-sac with access from Fillmore Street to the east <br />and Hoover Street to the south.
