There is a strip of wetland traversing east to west near the middle of the north half of the parcel. The applicant is <br />proposing minor impacts to the wetland. This wetland complex and the overhead power lines will be located <br />within outlots and will not be developed in the future. <br /> <br />Engineering and Utilities <br />The applicant is proposing a private lift station for the lots in Block 4. Lift stations associated with public services <br />shall be public and all watermains shall be looped. <br /> <br />Landscaping <br />The proposal does not include a landscape plan, but staff review, and approval of a landscape plan meeting the <br />city ordinance requirements, is required. <br /> <br />Applicable Regulations <br />Conditional Use Permit/PUD <br />The issuance of a Conditional Use Permit can be ordered only if the use at the proposed location: <br />1. Will not endanger, injure or detrimentally affect the use and enjoyment of other property in the immediate vicinity or the public <br />health, safety, morals, comfort, convenience or general welfare of the neighborhood or the city. <br />The residential use will not detrimentally affect the use and enjoyment of adjacent properties. <br /> <br />2. Will be consistent with the Comprehensive Plan. <br />The property is guided for Traditional Single-Family Residential where residential uses are permitted. The use will <br />be consistent with the Comprehensive Plan. <br /> <br />3. Will not impede the normal and orderly development and improvement of surrounding vacant property. <br />The only undeveloped property is one similarity size and shaped directly to the west of the subject parcel. The <br />project will not impede normal development of the area. <br /> <br />4.
