The Elk River Vision
A welcoming community with revolutionary and spirited resourcefulness, exceptional
service, and community engagement that encourages and inspires prosperity. City Council directed the proposal be sent to the
Parks and Recreation Commission for discussion. It was stated the furniture would need to be donated at
wholesale and meet the needs of the city’s park system.

The Commission reviewed the Park Dedication – Hickman Addition in March and recommended a cash
donation. The city attorney has reviewed the city code and determined that Council may approve a donation of
furniture in lieu of part or all of the cash dedication fee. He provided guidance that the code requires the
Commission to review the improvements (furniture) for appropriateness with the park and trail master plans. A
detailed proposal is required on what the furniture will be and where it will be placed including its value in
relationship to the park dedication requirement.

Steve Hickman will provide additional clarification on his proposal at the Commission meeting.

Financial Impact
The estimated cash dedication is approximately $34,209.41 or 8% of the county-assessed value of the vacant land.

Mission/Policy/Goal
Opportunity to live, work and play

Attachments
City Council April 18, 2022, packet
