<br />. <br /> <br />. <br /> <br />. <br /> <br />JOINT MEETING OF THE CITY COUNCIL, PLANNING COMMISSION, HOUSING AND <br />REDEVELOPMENT AUTHORITY AND GROWTH MANAGEMENT PLAN TASK FORCE <br />HELD AT ELK RIVER CITY HALL <br />MONDAY, MARCH 28, 1988 <br /> <br />MEMBERS PRESENT: <br /> <br />CITY COUNCIL: Mayor Gunkel, Counci1members Schuldt, Tra11e, Holmgren, <br />and Dobe1 <br /> <br />GMPTF: Cliff Lundberg, Marilyn VanPatten, Ted Cornelius, Ron Black, <br />and Bill Birrenkott <br /> <br />HRA: Hank Duitsman, Larry Toth (8:00 p.m.) <br /> <br />Planning Commission: Chairman Kropuenske, Commissioners Kimball, Fuchs, <br />Morton, and Johnson <br /> <br />MEMBERS ABSENT: Richard Hinkle (sick) Chair of the GMPTF; Dirk Barrett and <br />Nick Olsen from the Planning Commission <br /> <br />ALSO PRESENT: <br /> <br />Patrick K1aers, City Administrator; Economic Development <br />Coordinator, Richard Fursman; Peter Beck, City Attorney; <br />Terry Maurer, City Engineer; Zack Johnson and Bob Wuornos, <br />Consulting City Planners; and Stephen Rohlf, Building and <br />Zoning Administrator . <br /> <br />Pursuant to due call <br />City Council, Growth <br />Authority, and the Elk <br />Gunkel at 7:00 p.m. <br /> <br />and notice thereof, the joint meeting of the Elk River <br />Management Plan Task Force, Housing and Redevelopment <br />River Planning Commission was called to order by Mayor <br /> <br />Mayor Gunkel opened the meeting by stating that the purpose of this meeting <br />was to discuss the draft Growth Management Plan with the Growth Management <br />Plan Task Force, Housing and Redevelopment Authority Members, and the Planning <br />Commission. The meeting is intended to help everybody become familiar with <br />the proposals within the Growth Management Plan and so that any concerns about <br />various aspects of the plan can be discussed prior to public hearings. <br /> <br />The Mayor indicated that it had been a long planning process; that a lot of <br />time has been expended up to this point and that this review session should be <br />thorough and complete. If the entire document cannot be reviewed at this work <br />session, a follow-up meeting will be scheduled. At this time, introductions <br />of all individuals present were made. <br /> <br />The City Administrator provided some background information on the Growth <br />Management Plan. It was indicated that this document was intended to be an <br />extension of the planning that was done approximately ten years ago when the <br />City and Township consolidated. It was noted that planning is an on going <br />process and has been continuously happening in Elk River. However, with the <br />recent significant increase in housing and commercial development, 1988 has <br />been viewed as an appropriate time to do a complete and thorough review of the <br />plans for the City of Elk River. <br />
