<br />Page 2 <br /> <br />Joint Meeting Minutes <br />March 28$ 1988 <br /> <br />:. <br /> <br />----------------------------- <br /> <br />The Administrator indicated that the City has always intended to "grow from <br />the core village out" and that this continues to be a major factor in the <br />proposed Growth Management Plan. This method of growth and development <br />relates favorably to the Citys' desire to manage$ in a cost effective manner$ <br />the expansion of municiple services. Significant factors leading to the <br />development of the Growth Management Plan include the leap-frog residential <br />development the City was experiencing; the lack of industrial property that <br />has sewer and water and is along a highway; and the lack of available <br />commercial properties that have municiple utilities. <br /> <br />The Administrator indicated that the six major components of the Growth <br />Management Plan are the residential$ commercial$ industrial$ utilities$ parks$ <br />and transporation elements of the community. The plan also requires an <br />implementation section which will guide the City staff in following the goals <br />and objectives as listed in the plan. The Growth Management Plan is a <br />city-wide comprehensive plan that is intended to guide the future development <br />of the community according to the goals as approved by the City Council. <br /> <br />Planning Consultant$ Bob Wuornos$ provided a general overview of the Growth <br />Management Plan and the work that has been accomplished to this date. Mr. <br />Wuornos indicated an essential element of the plan is the land use map and <br />future reV1S10ns in the subdivision ordinance$ zoning ordinance$ and zoning <br />map. Mr. Wuornos presented each section of the Growth Management Plan and <br />received comments and input from the group on various desired changes. The <br />following sections of GMP were reviewed: <br /> <br />(. <br /> <br />1. Growth Management (Introduction) <br />2. Background Information <br />3. Utilities <br />4. Residential <br />5. Commercial <br /> <br />The group indicated it's desire to have an appendix to the plan to list all of <br />the City goals and policies in a composite form$ along with the goals and <br />policies broken out by each aspect of the plan. <br /> <br />Some amendments to the Utilities section were noted including the adjustment <br />of some policies$ and the adding of comments relating to storm sewer. There <br />was also a desire to state the immediate need for a comprehensive sewer and <br />water feasibility study reviewing the possible extension of municipal <br />utilities to the west side of the City. <br /> <br />. <br /> <br />Mayor Gunkel introduced into the record a letter received from Richard <br />Fredrickson$ 13375 Ranch Road NW$ which indicated his concern over the one per <br />ten acre residential development plan in the northern part of the community. <br />The Growth Management Plan calls for three different residential development <br />zones. One zone in the northern part of the City calls for development and <br />density of one housing unit per ten acres. A second zone surrounding the core <br />village$ but beyond the immediate vicinity of municiple sewer and water is a 2 <br />1/2 acre housing development zone. The third residential zone requires <br />connection to the municipal sewer and water system. <br />
