<br /> <br />. <br /> <br />MEETING OF THE ELK RIVER PLANNING COMMISSION <br />HELD AT ELK RIVER CITY HALL <br />TUESDAY, MARCH 29, 1994 <br /> <br />Members Present: <br /> <br />Chairman Tveite, Commissioners Eberley, Kreger, Minton, and <br />Tacheny. <br /> <br />Members Absent: <br /> <br />Commissioner Kuester (arrived at 7:05 p.m.), Commissioner Carr <br /> <br />Staff Present: <br /> <br />Steven B. Ach, City Planner, Terry Maurer, City Engineer, Gary <br />Schmitz, Planning Assistant, Catherine Schmidt, Recording <br />Secretary. <br /> <br />1. Call Meetina To Order <br /> <br />Pursuant to due call and notice thereof, the meeting of the Elk River Planning <br />Commission was called to order at 7 p.m. by Chairman Tveite. <br /> <br />2. <br /> <br />Consider Plannina Commission Aaenda <br /> <br />. <br /> <br />COMMISSIONER EBERLEY MOVED TO APPROVE THE 3/29/94 PLANNING <br />COMMISSION AGENDA. COMMISSIONER MINTON SECONDED THE MOTION. THE <br />MOTION CARRIED 5-0. <br /> <br />3. <br /> <br />Consider a Reauest for Conditional Use Permit for Elk Park Center, Phase I <br /> <br />Staff report presented by Steve Ach. Kraus Anderson of Elk River Inc., requested a <br />conditional use permit for site plan review for Phase I of the Elk Park Center <br />Planned Unit Development. Mr. Ach explained that the proposed site plan is <br />generally consistent with the approved Development Plan however, the two <br />main areas of discrepancy are the traffic control/landscaping islands along the <br />east end of each parking row and signage along Jackson Road. <br /> <br />Bert Dahlberg, 523-8 Street, Minneapolis, MN, briefly introduced people that <br />would be making presentations to the Planning Commission: Ron Ankeny (for <br />Michael Shields, Architect), John Bogart (John Oliver & Associates), Margaret <br />Fleck (Target Architect); <br /> <br />John Bogert addressed the Planning Commission and summarized drainage issues <br />including the pond at the southeast corner of the project. <br /> <br />Chairman Tveite opened the public hearing. <br /> <br />Steve Ach reviewed the Development Plan (site plan, landscape plan, drainage <br />plan, etc.) <br /> <br />. <br /> <br />Commissioner Kreger asked who would be designing the roads. Terry Maurer <br />responded that he would be designing the road and that all road improvements <br />
