<br />Planning Commission Minutes <br />March 29, 1994 <br /> <br /> <br />Page 2 <br /> <br />. <br /> <br />will be decided with this phase (not including the Holt alignment Elk Hills Drive, <br />and Dodge Street). Commissioner Kreger asked staff to update the Commission <br />regarding the landscape plans and trailways. Steve Ach and Terry Maurer <br />responded. <br /> <br />Chairman Tveite asked the developers if all conditions listed in staff's memo <br />would be accepted and incorporated into the site plan for Phase I. Ron Ankeny <br />stated he was aware of the conditions however, he has not reviewed all <br />conditions. Mr. Ankeny expressed AKRW Architects desire to work with the City <br />regarding the conditions listed. Chairman Tveite asked Mr. Ankeny his thoughts <br />regarding the landscaping plan. Mr. Ankeny responded that the landscaping <br />would be more concentrated in selected islands but the same quantity would be <br />provided. Also, Mr. Ankeny stated he was aware that a tree preservation plan <br />was needed prior to the City Council meeting. Steve Ach explained that a tree <br />preservation plan will also be addressed in Phase 2 or Phase 3. John Bogert <br />indicated that trees would be preserved but grading in all areas would be done <br />in Phase I. <br /> <br />Commissioner Kreger asked for an update regarding the utility easement. John <br />Bogart responded. <br /> <br />Commissioner Eberley questioned vehicular movement in the back parking area. <br />Terry Maurer responded that there is sufficient room for emergency vehicles. <br /> <br />. <br /> <br />Commissioner Minton requested an update regarding the signage. Steve Ach <br />reviewed the signage package and identified the proposed signage. Ron <br />Ankeny stated Target has requested the proposed signage changes. <br />Commissioner Minton believes the proposed signage is in good taste, however, <br />the revisions seemed large. Margaret Fleck (Target Architect) reviewed the <br />signage designs of the Target Stores and the proposed signage for Elk Park <br />Center. <br /> <br />In accordance with Resolution 93-81, Commissioner Eberley asked staff to clarify <br />the landscape plan for the entire project. Steve Ach reviewed. <br /> <br />Commissioner Kreger stated he feels the proposed signage IS In order but <br />expressed some concern regarding the lighting/illumination from the proposed <br />signs. Some discussion ensued. <br /> <br />There being no comments from the public, Chairman Tveite closed the public <br />hearing. <br /> <br />Chairman Tveite commended Steve Ach and Terry Maurer on the detail of their <br />reports to the Planning Commission <br /> <br />Commissioner Kuester asked the developers to explain traffic circulation on <br />Freeport Avenue. CU 94-08, CITING STAFF'S MEMO, ALL INFORMATION <br />ATTACHED TO STAFF'S REPORT, AND ALL DRAWINGS AND UPDATES PRESENTED TO <br />THE PLANNING COMMISSION AT THIS PUBLIC HEARING AS FINDING OF FACT.
