Request for Action <br /> Cir•ci <br /> Elk - <br /> River= <br /> To Item Number <br /> Planning Commission 6.1 <br /> Agenda Section Meeting Date Prepared by <br /> General Business December 21, 2021 Zack Carlton,Planning Manager <br /> Item Description Reviewed by <br /> Resolution: TIF District No. 28 Consistency <br /> with the Comprehensive Plan Reviewed by <br /> Action Requested <br /> Approve,by motion,a resolution confirming that the proposed TIF District and plan conforms to the city's <br /> Comprehensive Plan. <br /> Background/Discussion <br /> The Jackson Hills Phase II housing project is a proposed 44-unit multi-family residential apartment building at the <br /> northwest corner of Jackson Ave and entrance to the Elk River Boys and Girls Club. The project will include <br /> approximately nine units of affordable housing. <br /> The building will look similar to the first Jackson Hills project,immediately south of the currently proposed <br /> project. At this time,the project is still in the early design stages and the applicant has only made application for <br /> city financing through establishment of a Tax Increment Financing District. The applicant still requires land use <br /> and zoning approvals prior to any sort of construction on the site, and approval of this resolution does not <br /> constitute approval of any zoning or land use applications. <br /> The Comprehensive Plan guides this property for Multifamily Residential Uses. This land use designation includes <br /> higher density apartment complexes.
