44 -
Elk River
Municipal Utilities UTILITIES COMMISSION MEETING
TO: FROM:
ERMU Commission Chris Kerzman — Engineering Manager
MEETING DATE: AGENDA ITEM NUMBER:
December 14, 2021 5.5
SUBJECT:
Field Services Facility Expansion Project Update
ACTION REQUESTED:
Approve Change Order#3 —Site Utilities Changes
DISCUSSION:
We were fortunate that the weather cooperated, allowing the curb and base course of asphalt
through the middle of the site to be installed before freezing temperatures set in. The plumbing
and electrical contractors have been working on below grade installations prior to the floor
pour. The wood beams are scheduled for arrival during the week of December 13, and the
roofing contractor has started to deliver material to the site.
Work over the next month is anticipated to include below grade plumbing, concrete floor pour,
as well as the installation of wood beams, roof decking, and roofing. Once the roofing is
complete RJM Construction will be able to heat the building and continue with indoor
contractors.
Staff has been in discussion with RJM to evaluate site utilities and earthwork change order
requests. RJM has agreed to cover the contractor costs for some out-of-scope earthwork
caused by underground conditions with allowance and contingency funds. They have submitted
the attached change order for the site utilities changes. These were changes required by
Minnesota Department of Labor and Industry review, which rerouted the sanitary sewer
connection and impacted storm sewer installation.
FINANCIAL IMPACT:
Change order#3 is an increase to the project of$57,195.62. This brings the guaranteed
maximum price (GMP) to $12,205,650.74, which is ultimately an increase to the project of
$24,724.74 compared to the original GMP after the deductive change order for the adjustments
due to subcontractor default insurance. RJM has agreed to cover the increases related to buried
debris and unsuitable soils out of contingency and allowance funds.
ATTACHMENTS:
• Change Order#3 —Site Utilities Changes
136
