<br />CITY OF ELK RIVER <br />ORDINANCE 83-3 <br /> <br />WHEREAS, the City Council has deemed it desirable to create an Economic Develop- <br />ment Commission. <br /> <br />NOW, THEREFORE, be it enacted by the City of Elk River: <br /> <br />Section 215 - Economic Development Commission <br /> <br />Section 215.00 - Composition of Commission. The Economic Development Com- <br />mission shall be composed of 20 members. The Commission may appoint ad- <br />ditional non-voting members as necessary. <br /> <br />Section 215.02 - Organization. The members of the Economic Development Com- <br />mission by a majority vote shall elect one of the members at the first meeting <br />of the year to serve as chairman and another member to serve as secretary, with <br />duties in addition to the commission membership as implied by these titles. <br />The chairman shall be responsible for presiding at the meetings and shall be <br />entitled to an equal vote with the members. Other officers may be elected as <br />deemed necessary. Rules of procedure may also be adopted, which shall con- <br />form to the provisions of the City Code and resolutions adopted by the City <br />Council. <br /> <br />Section 215.04 - Meetings. At the annual organizational meeting, the committee <br />shall designate the time and place of its regular meetings, which shall not be <br />less than quarterly. Special meetings may be called by the chairman or by any <br />five (5) members of the committee by giving written notice to all members of <br />the commission 48 hours prior to the time of the meeting. All meetings shall <br />be open to the public and shall be held at the City Hall or other public or <br />semi-public facility. The City Council reserves the right to adopt, by resolu- <br />tion, additional rules for the operations of the commission. <br /> <br />Section 215.06 - Annual Work Program. The Economic Development Commission shall <br />prepare an annual work program with a detailed budget which shall be submitted <br />to the City Council for approval on or before September 1st of the year prior <br />to commencement. Any major deviation from the approved work program during the <br />year shall be approved in advance by the City Council. <br /> <br />Section 215.08 - Political Issues. The commission shall not advocate any <br />position on an issue in any election without prior approval of the City Council. <br /> <br />Section 215.10 - Compensation. Members of the commission shall not be entitled <br />to compensation for serving in such city, but may, at the Council's discretion, <br />be reimbursed for such out-of-pocket expenses as they incur which directly re- <br />late to their position. <br /> <br />Section 215.12 - Functions.
