Consider Ordinance Amendment amending Cbapter VII/Pawn <br />Hearing <br /> <br />Sbop/Public <br /> <br />Mayor Tralle <br />request to <br />allow pawn <br />would create <br /> <br />introduced tbis item. He indicated tbat tbe City bas bad a <br />operate a pawn sbop in tbe City of Elk River. In order to <br />sbops. tbe City must go tbrougb an ordinance amendment wbicb <br />a license to allow tbe operation of pawn sbops. <br /> <br />Mayor Tralle reviewed tbe proposed ordinance witb tbe public. <br /> <br />Mayor Tralle opened tbe public bearing. <br /> <br />Jay Galbrecbt of 11369 192nd Avenue questioned wbere tbe pawn sbop would <br />be located. <br /> <br />Bill Pollard indicated tbat tbe ordinance sbould be written very <br />specific. <br /> <br />Earl Hoblen questioned tbe part of tbe ordinance referring to tbe <br />reporting to tbe Police Department. <br /> <br />Jay Galbrecbt questioned wbetber allowing pawn sbops was an image Elk <br />River wanted to portray. <br /> <br />Steve Roblf reviewed tbe license requirements at tbis time. He <br />recommended tbat tbe ordinance be altered as follows: <br /> <br />1. Tbe $5.000 Bond be reduced to a $1.000 Bond. <br /> <br />2. Tbat to Section 724.14. language be added tbat would allow tbe <br />pawnbroker to take pledges from minor witb written permission from <br />tbeir guardian or parent (Tbis mirrors State Statute). <br /> <br />3. Tbat 90 days be stricken from Section 724.16 and tbe pledge is <br />forfeited after wbatever time agreed to by tbe pawnbroker and tbe <br />pledgee bas elapsed. <br /> <br />Mayor Tralle closed tbe public bearing. <br /> <br />COUNCILMEMBER DOBEL MOVED TO ADOPT ORDINANCE 89-1, AN ORDINANCE AMENDING <br />CHAPTER VII, LICENSING OF REGULATED BUSINBSSES AND ACTIVITIES CREATING <br />SECTION 724 - AN ORDINANCE' LICENSING AND REGULATING PAWNBROKERS WITH THE <br />AMENDMENTS SUGGESTED BY STAFF ~ ' 'COUNCILMEMBER KROPUENSKE SECONDED THE <br />MOTION.
