Request for Action <br /> Cir•ci <br /> Elk - <br /> River= <br /> To Item Number <br /> Planning Commission 6.2 <br /> Agenda Section Meeting Date Prepared by <br /> General Business May 25, 2021 Zack Carlton,Planning Manager <br /> Item Description Reviewed by <br /> Resolution Approving Transfer of Public Peter Beck, City Attorney <br /> Property Reviewed by <br /> Action Requested <br /> Approve,by motion,a resolution finding the transfer of property to ERMU for continued use as a Government <br /> Facility is consistent with the Comprehensive Plan. <br /> Background/Discussion <br /> Earlier this year the City Council approved a Conditional Use Permit (CUP) and Plat to facilitate expansion of Elk <br /> River Municipal Utilities (ERMU) Field Services Facility. The Field Services Facility is a Government Facility, <br /> which is allowed with a CUP in the subject zoning district—R-1c (Single-Family Residential). The Field Services <br /> Facility is also consistent with the Comprehensive Plan,which guides the property for residential uses as part of <br /> the Mississippi Connections Plan. <br /> Due diligence completed prior to recording the plat that will establish the buildable parcel for ERMU's expansion <br /> identified the City and Village of Elk River as the owner of four parcels. In order to complete the platting process <br /> for ERMU,the city will provide a quit claim deed to ERMU to relinquish the city's interest in these parcels. <br /> The transfer of the parcels to ERMU requires approval from City Council and, consistent with state statute,a <br /> resolution from the Planning Commission finding the proposed use to be consistent with the Comprehensive <br /> Plan. <br /> Financial Impact <br /> None <br /> Mission/Policy/Goal <br /> Respond to changing needs of the community. <br /> Attachments <br /> ■ Resolution 21-03 <br /> The Elk River Vision P O N E R E o s Y <br /> A welcoming community with revolutionary and spirited resourcefulness, exceptional [NAWRE <br /> service, and community engagement that encourages and inspires prosperity.
