Call Meeting to Order <br />Pursuant to due call and notice thereof, the meeting of the Elk River City Council <br />was called to order at 6:00 p.m. by Acting Mayor Christianson. <br />2. Sherburne County Assessor's Report <br />Beth Boysen, Sherburne County Residential Appraiser, presented information on the <br />assessment procedures and statistics for the City of Elk River 2021 assessments. <br />Councilmember Westgaard asked why the number of "good sales" was such a high <br />percent of total sales. <br />Michelle Moen, Sherburne County Assessor, stated that new constructions were not <br />included, which affected the number considered "good sales". <br />3. Hear Appeals Submitted by Attendees <br />Jessica Barthel, Property Manager of Pullman Place, introduced board <br />members in attendance: Larry Toth, Don Arndt, and Robert Jones. <br />Ms. Barthel described the limited equity formula used to determine the value <br />of the 65 units located in Pullman Place. Pullman Place is a cooperative <br />housing building managed by Guardian Angels and insured by Housing and <br />Urban Development (HUD). Revenue is generated through monthly fees <br />which are used to cover expenses. Currently, 10.5% of the monthly fees go <br />toward property taxes. Shares in the units do not ebb and flow with the <br />housing market but stay at a 1% increase. Owners cannot sell their unit for <br />more than the established listing amount, even if they have upgraded their <br />property. <br />
