<br />. <br /> <br />. <br /> <br />. <br /> <br />RESOLUTION 86-30 <br /> <br />A RESOLUTION APPOINTING PATRICK D. KLAERS AS CITY ADMINISTRATOR <br />OF THE CITY OF ELK RIVER AND ESTABLISHING TERMS AND CONDITIONS <br />OF EMPLOYMENT <br /> <br />WHEREAS, it is the desire of the City Council of the City of Elk River to <br />provide for the appointment of the City Administrator and to <br />establish terms and conditions of employment for the City <br />Administrator; <br /> <br />NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Elk River as <br />follows: <br /> <br />1. Patrick D. Klaers is hereby appointed as City Administrator of <br />Elk River effective May 8. 1986. <br /> <br />2. Mr. Klaers shall perform the duties and meet the obligations for <br />the position of City Administrator as required by State Statute <br />and Section 202.02 of the Elk River City Code and other such <br />legally permissible and proper duties as the City Council may <br />assign. <br /> <br />3. Upon appointment, the salary for Mr. Klaers shall be $38,000 per <br />annum with a review to be done by the City Council at six <br />months. Adjustments to the City Administrator's salary shall be <br />reviewed annually in conjunction with the establishment of <br />salaries for City employees. <br /> <br />4. The City Administrator shall be granted sick leave and holiday <br />benefits granted to other employees and commencing upon <br />appointment he will earn three weeks vacation per year. <br />Additionally. upon appointment Mr. Klaers shall be credited with <br />30 days sick leave and 10 days vacation leave. <br /> <br />5. In addition to the specific prov~s~ons covered in this <br />resolution the City Administrator shall be entitled to all other <br />employment benefits provided to full time City employees by law. <br />ordinance or resolution. <br /> <br />6. The City agrees to pay Mr. Klaers $150/month for car allowance. <br />This car allowance is in lieu of providing the City <br />Administrator with a 24 hour City owned automobile which would <br />have included providing all costs of its operation and proper <br />insurance coverages. <br /> <br />7. The City agrees to budget and pay for the professional dues and <br />subscriptions of the City Administrator necessary for his <br />continuation in full participation in national. regional. state <br />and local associations an organizations necessary and desirable <br />for his continued professional participation. growth and <br />advancement and for the good of the City. <br />
