The City shall budget and pay for the cost of registration. <br />travel and subsistence relating to training programs which serve <br />to continue the professional educational development of the City <br />Administrator. including. but not limited to. the Annual <br />Conference of the International City Management association. the <br />Annual Conference of the Minnesota City Management Association <br />and the Annual Conference of the League of Minnesota Cities. <br /> <br />9. In the event of resignation. notice thereof shall be submitted <br />in writing to the City Council at least 30 days prior to the <br />effective date. <br /> <br />10. In the event of involuntary resignation or dismissal. severance <br />pay based on unpaid accrued vacation leave and three months <br />salary shall be paid to the City Administrator; however. in the <br />event the City Administrator is terminated because of his <br />conviction of any illegal act involving personal gain to him. <br />the City shall have no obligation to pay the aggregate severance <br />sum designated in this paragraph. <br /> <br />11. Minnesota State Law provides City Administrators with a choice <br />of pension plans; PERA or a deferred compensation fund. The <br />City of Elk River will contribute to the qualified fund of the <br />City Administrator's choice a dollar amount equivalent to the <br />required PERA contribution. <br /> <br />12.
