<br />Request for Action <br /> <br /> <br /> <br /> <br /> <br />To Item Number <br />Mayor and City Council 4.5 <br />Agenda Section Meeting Date Prepared by <br />Consent March 15, 2021 Lauren Wipper, Human Resources Manager <br />Item Description Reviewed by <br />Master Labor Agreement Between the City of Cal Portner, City Administrator <br />Elk River and Law Enforcement Labor Services <br />Reviewed by <br />Local #231 <br /> <br /> <br />Action Requested <br />Approve, by motion, the Master Labor Agreement (Contract) Between the City of Elk River and Law <br />Enforcement Labor Services Local #231 for January 1, 2021 to December 31, 2022. <br /> <br />Background/Discussion <br />The city police patrol labor union (LELS #231) agreed to terms of a new contract are consistent with previous <br />Council discussions. The new terms are as follows: <br /> <br />Uniforms The uniform language was changed to provide complete issue uniforms to new officers, no <br />allowance in year two, $900.00 in year three, and then decreasing the uniform allowance <br />amounts in future years. The city will also develop a Load Bearing Vest (LBV) program and <br />pay for LBVs and their replacement. The required uniform list has been added as Appendix B. <br />Sick Leave Employees will continue to earn 12 days of sick leave per year until they accumulate a bank of <br />960 hours. They will then earn eight days per year. At this accrual rate once each year half of <br />their accrued sick leave for the year will be paid into the employee’s Post Employment Health <br />Care Savings Plan (PEHCSP). <br />Vacation Leave 40/40/40 Option has been added. Employees can cash in 40 hours of vacation provided they <br />use 40 hours and have 40 remaining in their vacation bank. <br />Wages General increase of 3% and market adjustment of 1% on January 1, 2021. July 1, 2021, possible <br />market adjustment of up to 0.5% retro to January 1, 2021. January 1, 2022, 3% general wage <br />increase. July 1, 2022, possible market adjustment up to 1.5% retro to January 1, 2022. <br />Health Care Savings Employee contributions will be tiered based on years of service. <br />Shift Differential Increased from $0.50 to $0.75. <br /> <br />Financial Impact <br />The January 1, 2021, general increase is included in the 2021 budget. The city savings from decreasing uniform <br />allowance is expected to offset the cost of the LBVs during the scheduled rotational replacement of body armor. <br />The wage market adjustment, sick leave PEHSCP and shift differential will be absorbed by the current department <br />budget. <br /> <br /> <br /> <br />The Elk River Vision <br />A welcoming community with revolutionary and spirited resourcefulness, exceptional <br /> <br />service, and community engagement that encourages and inspires prosperity. <br /> Updated: August 2020 <br /> <br />
