<br />Request for Action <br /> <br /> <br /> <br /> <br /> <br />To Item Number <br />Mayor and City Council 8.3 <br />Agenda Section Meeting Date Prepared by <br />General Business February 16, 2021 Justin Femrite, P.E., Public Works Director <br />Item Description Reviewed by <br />All-way Stop Request at 193rd Avenue and Dodge Street Cal Portner, City Administrator <br />Reviewed by <br /> <br /> <br />Action Requested <br />rd <br />Approve, by motion, traffic control at the intersection of 193 Avenue and Dodge Street. <br /> <br />Background/Discussion <br />The first request for a change to traffic control at this intersection was made at open forum during the May 6, <br />2019, meeting. From that request, the engineering division completed a study to determine if the intersection met <br />traffic warrants that would support the requested change. That study summary is attached to this memo, and the <br />information that the intersection does not meet traffic warrants to justify the requested change was shared with <br />the requester in July of 2019. <br /> <br />Since the period of the study, there has been one additional accident at the intersection. That accident resulted in <br />a motorist being ticketed for failing to stop at the sign and causing the accident. Warrant analysis does not include <br />criteria surrounding ‘close calls’ but rather only actual accidents. With one additional reported accident and little <br />change in the traffic volumes since 2019, the intersection remains controlled with a side street stop condition as <br />justified by standards established in the Minnesota Manual on Uniform Traffic Control. <br /> <br />A city council can make determinations for regulatory signage outside of standards if they deem it appropriate. <br /> <br />Financial Impact <br />If a change is approved we will fund the signage out of the 2021 sign budget item. <br /> <br />Mission/Policy/Goal <br />N/A <br /> <br />Attachments <br /> Stop Sign Request Assessment <br /> <br /> <br />The Elk River Vision <br />A welcoming community with revolutionary and spirited resourcefulness, exceptional <br /> <br />service, and community engagement that encourages and inspires prosperity. <br /> Updated: August 2020 <br />
