<br /> <br />VILLAGE OF ELK RIVER COUNCIL MEETING <br />July 5, 1944 <br /> <br /> <br />Regular meeting of the Elk River Village Council was held in the Municipal building on July 5, 1944. <br /> <br />All members were present. <br /> <br />R.W. Richardson, engineer met with the Council regarding bill for professional services rendered. <br /> <br />A committee composed of Richard Halter, August Meyers and Bert Nelson met with the Council <br />regarding recent flood in territory north of tracks and asked that something be done. The matter was <br />taken under advisement by the Council. <br /> <br />A motion was made by Kramer and seconded by Bailey that bill of R.W. Richardson be allowed. <br />Motion Carried. <br /> <br />William Roggatz, Village Fire Chief attended the meeting and asked to be allowed to purchase 400 <br />ft. of hose for Fire Department. The purchase was approved. <br /> <br />The Council ordered the Clerk to publish notice in the Star News that all trees must be trimmed so <br />as to be not less than seven feet above the sidewalk. <br /> <br />E.L. Shadick asked that the Village appropriate funds to help pay for mileage for price clerk in <br />connection with the County Ration office. It was moved by Leger and seconded by Bailey that the <br />Village appropriate not more than $10.00 a month for this purpose. Motion Carried. <br /> <br />The matter of an on sale liquor store for Elk River was brought up for discussion and the following <br />resolution was presented by Elmer Leger and seconded by John Kramer. <br /> <br />Ordinance No. 39A <br />An ordinance amending Section 1 and Section 4 and Section 5 of Ordinance No. 39 Entitled “An <br />Ordinance Establishing a Municipal Liquor Dispensary” Passed July 5, 1944 <br /> <br />The Council of the Village of Elk River do ordain as follows: <br /> <br />Section 1: Section 1 of ordinance No. 39 entitled “An Ordinance Establishing a Municipal <br />Dispensary” is amended to read as follows: <br /> <br />“A Municipal liquor dispensary is hereby established to be operated within this municipality for the <br />sale of liquor potable as a beverage and containing more then 3.2% of alcohol by weight. Both for <br />consumption at such dispensary and on such premises by the drink and in the sealed or closed <br />receptacle or container for removal from the premises. No person shall sell, barter or otherwise <br />dispose of intoxicating liquor, nor shall a sale be made by anyone outside of said dispensary or by <br />anyone not employed by said dispensary. It shall be unlawful for any person or persons to mix or <br />prepare liquor for consumption any public place of business or to consume liquor in such places <br /> <br />
