<br />EXTRACT OF MINTUES OF MEETING OF VILLAGE COUNCIL <br />September 8, 1959 <br /> <br />A regular meeting was held at the Municipal Building on Sept 8, 1959 at 7:30 P.M. <br /> <br />Members present: <br /> G.R Bergerson, August Meyer, R.G. Kemper, Trustees; H.A. Briggs, Clerk <br /> <br />Resolution determining the necessity and expediency of issuing bonds for construction of sewage <br />treatment plant and calling special election to vote on their issuance <br /> <br />Be it resolved by the village council of the Village of Elk River, Minnesota, as follows: <br />1. This Council deems it necessary and expedient that the Village should construct and equip a <br />new sewage treatment plant, and should provide funds necessary for said purpose by issuing <br />its negotiable coupon general obligation bonds in an amount not exceeding $110,000.00. <br />2. The proposition of issuing bonds, as set forth in the form of ballot prescribed below, shall <br />be submitted to the voters at a special election which is hereby called and directed to be held <br />th <br />in and for the Village on the 6 day of October, 1959, between the hours of 4:00 o’clock <br />P.M. and 8:00 o’clock P.M. Said election shall be held at the Municipal Building in said <br />village and the following two persons are herby appointed and shall act as judges of election: <br />Harry Dow and Earl Darrow. They shall appoint one qualified voter of the Village to act as <br />clerk of election. <br />3. The Village Clerk is hereby authorized and directed to post notice of said special election at <br />said polling place and at least three other public and conspicuous places in the Village, at <br />least 10 days before the date of said election, and to publish notice of said election in the Elk <br />River Star News at least 7 days before said date, which notice shall be in substantially the <br />following form: <br /> <br />NOTICE OF SPECIAL ELECTION <br />Notice is hereby given that a special village election will be held in and for the Village of Elk River, <br />th <br />Sherburne County, Minnesota on Tuesday, the 6 day of October, 1959, between the hours of 4:00 <br />o’clock P.M. and 8:00 o’clock P.M. at which the following proposition will be submitted to the <br />voters of the Village: <br /> <br />Shall the Village of Elk River, Minnesota issue its negotiable coupon general obligation bonds in an <br />amount not exceeding $110,000 for the purpose of constructing and equipping a new sewage <br />treatment plant? <br /> <br />The polling place for said election will be at the Municipal Building in the Village. <br />Dated: September 8, 1959 <br />By order of the Village Council H.A. Briggs, Village Clerk, Village of Elk River, Sherburne County, <br />Minnesota <br /> <br />4. The Village Clerk is hereby authorized and directed to cause official ballots to be prepared. <br />Said ballots shall be distributed to the election officials at the polling place for use at said <br />election. They shall be printed in black ink on lavender paper, if such color paper is <br />obtainable and the face thereof shall read as follows: <br /> <br />
